Ald: Clements from the Committee on Finance
and Accounts brought up a Report (Number 377 Book E)
which was read and adopted.

Ald: Thompson brought up the petiton of John M
Campbell asking permission to erect poles for Electric lights

On motion of Ald Thompson seconded by Ald Irwin
Ordered, That the petition of J.M. Campbell be
referred to the Committee on Streets with power to act

The Chairman from the Committee on Streets &c brought
up a Report (Number 378 Book E) lwhich was read and
adopted.

On motion of Ald Thompson seconded by Ald Dunn
for the next regular meeting of this Council a statement showing
the expenditure on Streets, Walks, Bridges &c in each Ward
also the over or under expenditure in approriation of each
Ward as made by Street Comittee in report presented
to Council and adopted

The petition of Thomas F Taylor and others for
Lamp on Arch street was referred to the Committee on
Fire Water and Gas

Ald. Clements introduced a By Law to authorize
His Worship the Mayor and City Treasurer to borrow
Ten thousand dollars until such time as the taxes
levied therefor can be collected which was read a
first time

The 30th Rule wsa suspended and the
Council went into Committee of the whole on the
second reading

Ald: Wm Wilson in the Chair
The Council resumed
The Committee rose and the Chairman reported the
second reading of the By Law clause by clause
the report was received.
By Law read a third time and passed

A Communication from the Sisters of the Hotel Dieu
and from the Right Rev? Dr Cleary Bishop
of Kingston was read objecting to the opening up
of Sydenham street as proposed by By Law

A Memorandum from James Agnew Esq: City
Solictor Re opening up Sydenham street was read

Ald. Redden introduced a By Law to open up
and make a street from Princess street to Johnson street
in the City of Kingston to connect Sydenham street North
with Sydenham street South which was read a first time
