Monday 7:30 O'Clock P.M. Kingston December 18 1876

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship the Mayor Aldermen Allen, Carnovsky, Carson, Clements, Drennan, Dupuis, Harty, Metcalfe, McCammon, McIntyre, McKelvey, McRossie, Pense, Powers, Tandy, Thibodo, White

The Clerk read the minutes of the last meeting

The Mayor submitted to the Council a Patent purporting to be Ordnance Land Sale Grant to "the Corporation of the City of Kingston" a parcel of land of the property known as the "Herchmer Farm" situate[d] in the City of Kingston, to be used as a Public Park (dated January 19 1876)

A Communication from James Agnew Esquire City Solicitor was read In Re Adair vs Kingston and Montreal street.

A Communication from Mrs Jane Garret, Sharbott Lake was read asking payment of Ten dollars for bed clothes destroyed sent with man taken with Small Pix and sent to Kingston Hospital.

On motion of Ald: Drennan seconded by Ald: Price Ordered, that the communication of Jane Garret be handed to the County Clerk and that the City Clerk notify her to that effect.

The Mayor mentioned that he had been served to-day with an appointment for the 26th instant for proceeding with the arbitration between the City and County in reference to the Court House

A Communication from E.J.B. Pense Esquire was read asking the Council to relieve the British Whig of its Contract for Printing.

On motion of Ald: Drennan seconded by Ald: Harty Ordered, That the Communication of E.J.B. Pense in regard to agreement for Contract for Printing with the City and that said Pense be relieved of said Contract

A Communication from Messrs Kirkpatrick and Rogers. In Re Canadian Engine & Machinery Company Taxes was read

On motion of Ald: McIntyre seconded by Ald: Price Ordered, That the Communication of Messrs Kirkpatrick and Rogers be referred to the Court of Revision to report

A Communication from the Department of the Interior was read enclosing Letters Patent in favor of the Corporation of the City of Kingston for a Park

On motion of Ald: Drennan seconded by Ald: Price Ordered, That the petition of V. Wemple be referred to His Worship the Mayor with power to act.

Ald: Metcalfe brought up the petition of George M. Wilkinson & Son praying for a remission of a portion of License fee.

On motion of Ald: Metcalfe seconded by Ald: Pense Ordered, That the petition of George M. Wilkinson & Son be referred to the Mayor with power to act.

Ald: McCammon brought up the petition of William K. Bentley respecting Taxes.

On motion of Ald: McCammon seconded by Ald: Pense Ordered, That the petition of William K. Bentley be referred to the Court of Revision to report

Ald: Thibodo brought up the petition of Henry Wilton and six others respecting Taxes

On motion of Ald: Thibodo seconded by Ald: McCammon Ordered, that the petition of Henry Wilton and others in reference to taxes upon the premises occupied by the several petitioners be referred to the Court of Revision to report.

Ald: McRossie brought up the petition of Dennis Driscoll respecting Taxes

On motion of Ald: McRossie seconded by Ald: Thibodo Ordered, That the petition of D. Driscoll be referred to the Court of Revision to report.

Ald: Tandy brought up the petition of the Alpha Hose Company praying for $30.00 as a recompense for testing the new Fire Engine

On motion of Ald: Tandy seconded by Ald: McCammon Ordered, That the petition of the Alpha Hose Company be referred to the Committee on Fire, Water, and Gas to report.

Ald: Metcalfe brought up the petition of William Reeves respecting Taxes

On motion of Ald: Metcalfe seconded by Ald. Pense Ordered, that the petition of W. Reeves be referred to the Court of Revision to report

Ald: Metcalfe brought up the petition of Robert Nesbitt and 12 others praying for a Lamp on the corner of Alma and Ordnance streets

On motion of Ald: Metcalfe seconded by Ald: Pense Ordered, That the petition of Robert Nesbitt and others be referred to the Committee on Fire, Water and Gas to report.

Ald: Metcalfe brought up a petition of Henry Coyle praying for a Drain from his new Brick houses.

On motion of Ald: Metcalfe seconded by Ald: Pense Ordered, That the petition of Henry Coyle be referred to the Committee on Streets to report

Ald McIntyre brought up the petitions of James Gowdey and Edward Lark respecting Taxes

On motion of Ald: McIntyre seconded by Ald: McRossie Ordered, that the petitions of J. Gowdey and E. Lark be referred to the Court of Revision to report.

Ald: McIntyre brought up the petition of Ephraim Brown respecting Taxes

On motion of Ald: McIntyre seconded by Ald: McRossie Ordered, That the petition of E. Brown be referred to the Court of Revision.

Ald: McIntyre brought up the petition of M. Foley and ten others Carters on the subject of suing for their fares

On motion of Ald: McIntyre seconded by Ald: Drennan Ordered, That the petition of M. Foley and others Carters be referred to the Police Commissioners

The Chairman from the Committee on Streets and Improvements brought up a Report (Number 532 Book D) which was read.

On motion of Ald: Allen seconded by Ald: Gaskin That the report of the Committee on Streets and Improvements be received and adopted

In Amendment Ald McRossie moves seconded by Ald: Carson That the report of the Committee on Streets be amended and that R. Winman be allowed $5 for damages done to his garden - which being put was [underline] lost [/underline] and the original motion was [underline] carried [/underline].

Ald: White from the Committee on Finance and Accounts brought up a Report (Number 533 Book D) which was received and adopted.

Ald: McIntyre, Chairman of the Select Committee on Engineer Youldens Communication brought up a Report (Number 534 Book D) which was read and adopted

The Chairman from the Committee on Licenses &c brought up a Report which was read

Ald: Metcalfe moves seconded by Ald: White That the Report of the Committee on Licenses be received and adopted - which being put was lost.

On motion of Ald: Carson seconded by Ald: Allen Ordered, That the sum of (250) two hundred and fifty dollars be placed at the beginning of 1877 to be paid in the year 1877 to Credit of the School Board for the old School house and lot in Williamsville on said School Board handing over deed of the same to the City and to the satisfaction of the City Solicitor said property to be used for a street being a continuation of Durham street

On motion of Ald: McRossie seconded by Ald: McIntyre Ordered, that the sum of twenty dollars be granted to each of the Reporters of the Newspapers (News & Whig) for their

their services in reporting the proceedings of this Council during the present year.

A Communication from S.L. Morrison Esquire was read requesting that the guage of the street Railway to be laid in this City be changed from three and one half feet to four feet.

On motion of Alderman Drennan seconded by Ald: Allen Resolved, that in the opinion of this Council the street Railway By Law should be Amended by extending the width of track of said Railway to four feet.

Ald: Drennan introduced a By Law respecting the Kingston street Railway which was read a first time.

On motion of Ald: Dupuis seconded by Ald: Price Resolved, that in the opinion of this Council arrangements should be made for having the minutes of the proceedings of the City Council together with a detailed account of the moneys received and expended in this City, printed in pamphlet form for gratuitius distribution among the taxpayers of the City, and that the Committee on Printing inquire and report upon the expense of so doing.

On motion of Ald: McCammon seconded by Ald: Harty Ordered, that the next regular meeting of this Council be held on Tuesday January 2nd 1877.

On motion the Council adjourned.

The meeting adjourned for want of a quorum.

A Special Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship the Mayor

Aldermen

Allen, Carson, Clements, Drennan, Dupuis, Gaskin, McCammon, McIntyre, McKelvey, McRossie, Noble, Powers, Price, Tandy, White

The Clerk read the minutes of the two last meetings.

The Mayor stated he received the award of the Arbitrators in the erection of Court House which he submitted.

A Certificate from Michael Flanagan, City Clerk was read in Re votes in the Power Dry Dock By Law

A Circular from John Hallam Esquire Chairman of Committee Toronto was read enclosing report of Special Committee on taxation exemptions.

A Communication from C.V. Price Esquire was read stating the Directors of the Kingston Street Railway will not press any change of width of track at present.

A Communication from James Agnew Esquire, City Solicitor was read in re Adair verdict sustained.

A Communication from John Creighton Esquire was read in Re Arbitration Court House between County and City.

Petitions from John McMahon, W.B. and S. Anglin and John Holmes respecting Taxes and referred to the Court of Revision.

Ald: Gaskin brought up the petition of [strikethrough] Mary Dandy [/strikethrough] William McCartney praying permission to lay down building materials on Gordon Street Victoria Ward.

On motion of Ald: Gaskin seconded by Ald McKelvey Ordered, That the petition of William McCartney be granted on the usual Conditions

Ald: Allen brought up the petition of Mary Dandy praying for a remission of fine

On motion of Ald Allen seconded by Ald: Drennan Ordered, that the petition of Mary Dandy be referred to His Worship the Mayor with power to act.

Ald: McRossie from the Committee on Finance and Accounts brought up [strikethrough]a[/strikethrough] two Reports (Numbers 535 & 536 Book D) which [strikethrough]was[/strikthrough] were read and adopted.

The Chairman from the Committee on Fire, Water And Gas brought up a Report (Number 537 Book D) which was read.

Ald: Tandy moves seconded by Ald: McCammon That the report of the Committee on Fire, Water and Gas be received and adopted.
