Ald: Irving introduced a By Law to adopt a new Common
Seal for the Corporation of the City of Kingston which was read
a first time.

The 29th Rule was suspended for the evening and the
Council went into Committee of the whole on the second reading

Ald: Smythe in the Chair
The Council resumed

The Committee rose, and the Chairman reported the
second reading of the By Law clause by clause as
amended. The Report was received

The By Law was read a third time and passed

Ald. Smythe introduced "a By Law respecting transient
traders" which was read a first time.

The 29th Rule was suspended for the evening and
the Council went into Committee of the whole on the second
reading.

Ald: J. Wilson in the Chair
The Council resumed

The Committee rose, and the Chairman reported the second
reading of the By Law clause by clause. The Report was received.

The By Law was read a third time and passed

Ald: Allen gives notice that he will introduce a By Law
to amend the By Law for the sale of fresh meat which
was read a first time.

The Mayor here left the Chair

Alderman R. J. Carson was appointed Chairman

On Motion of Ald: Allen seconded by Ald. Clements
Ordered, that this Council desires to tender
its thanks to EJB Pense Esquire for his uniform
courtesy and impartial conduct in the Chair as well
as for the continuing energy with which he has conducted
the work of the Mayors office during the year 1881 which
was carried unanimously all the members rising

Ald: A. J. Carson here left the Chair
The Mayor resumed the same

The Mayor having replied to resolution

On Motion the Council adjourned
