The Council resumed

The Committee rose and the Chairman reported the second reading of the
By Law clause by clause the report was received

The 30th Rule being again suspended the By Law was read a third time
and passed

Ald. Carson introduced By Law No 550 entitled "A By Law to stop up
and close the three short streets in Frontenac Ward extending southerly from Adelaide
street as laid down on a plan made by T.W. Nash P.LS. dated 25 th October 1877 of the
South West portion of lot number one of the Concession West of the Great Cataraqui
River and to authorize the Council of the Corporation of the City of Kingston to sell
said streets and in lieu of said streets to open up and extend Cherry Street, Cowdy
Street and Catharine street from their present northerly limit in a Northerly
direction to Adelaide street" which was read a first time

The 30 th Rule was suspended and the Council went into Committee
of the whole on the second reading

clause by clause - The Report was received

The 30 th Rule being again suspended the By Law was read a third time
and passed

Ald. Carson introduced By Law No 551 entitled "A By Law
to make provisions for the watering of the streets within certain areas in the City of
Kingston and to define the said areas for the year 1896" which was read a first time

The 30th Rule was suspended and the Council went into Committee of the
whole on the second reading

The Committee rose and the Chairman reported the second reading of the
By Law clause by clause - The report was received

The 30th Rule being again suspended - The By Law was read a third time
and passed

On motion of Ald. Drennan seconded by Ald. Curtis

The Council went into Committee of the Whole on the second reading of
By Law to partially exempt from Municipal taxation William Bailey and
Companys Broom Factory for five years

of the By Law clause by clause - The Report was received

The By Law was read a third time

The Yeas and Nays being called for and taken on the third reading of
the By Law are as follows: -

Yeas Aldermen - Donnelly, Drennan, Hewton, Martin, Minnes,
Newlands, Redden, Richardson, Stewart, Tait and
Walkem 12

Nays Aldermen Carson, Curtis, Livingston, Robinson and Strainge 5

Ald. Stewart being permitted by the Council to correct his vote

The 3rd reading of By Law was declared lost the passage of the By Law
was declared lost the passage of the requiring a two third vote
