The condition of the [?afore?] obligation is such that whereas the after [illegible, Eliakin H. Morre, was by the President and Trustees of the this University, a corporation under the laws of this, at its annual writing held in the 23rd day of June, 1891, duly elected [illegible] of said President and Trustees of the this University for the current year and until his successor is elected and qualified according to law. Now, if he said Eliakine H. Morre. shall faith-fully perform and discharge all the duties of said office and shall return it said the President and Trustees of the this University, and its successor and assigns a just and time account of his doings and proceedings when required, and also deliver to his successor in office all [illegible], [illegible] and all other property that shall come into the hands belonging to said the President and Trustees of the this University , together with all such reasons shall for entered and kept, there this obligation to the void. thi reduced rade of tuition and the appropriations by she state legislation have alas been somewhat larger than last year. I infer. [illegible], that the surplus in the treasurers hands must be greater than it was in June'90. On the other hand we are face to face with the [?Voyuer?] Bill, the affects of which cannot at present be [?freseem?]. While it is generally believed that it will not hurt us, there die some who think it will. It [?behooves?] us, it [illegible] to me, to be extremely cautious in our expeditions for next year and to lay as much [illegible] as possible in our Normal Dept. because in that direction, at last, we shall not be duplicating the work done at Columbus. I do not think it wise to [?curtail?] our regular college work, but we may justly ask for more money to enable us to provide [illegible] for the training of Bachelors. I am reminded hen in, that the reduction fo the State [illegible[ will cut down our regular income from three hundred and five hundred per year. As most of you know, prof. Gordy's salary is $1700.00, that if Prof. Dunkle $1250.00 and that of Miss Findley $850.00. Prof. Dunkle was allowed $50.00 extra last year for cataloging the history. There he has done my efficiently It will be for your to determine whether their salaries an to be confirmed. It does not not seem to we just that Miss Findley should [?recein?] more than Miss Craig, and I ask you to consider whether it would not be wise to put Prof Gordy's salary at $1500.00 the same the than members of the faculty are receiving, prof Durnkles at $1200.00 and Miss Findley's at $800.00. Should the next right continue as liberal as the last, their will be us difficulty in retaining the old figures toward the end of this year, if you direct and paing Miss Craig the the save [illegible] now received by Miss Findley. It [illegible] to sue the prisons command must see the reasonableness of such an arrangement under the present circumstances.

There remains one point omitted above to which it is important that your attention be directed. If the receipts during the coming year equal those of the last, there will probably be no difficulty in continuing the present rate of expenditure to the end of the year, even if no appropriation is made. But it would probably empty the treasury entirely. You will therefore find it advisable, I think, to give the Ex. Com. authority to act in case the worst befalls us. Respectfully submitted, C.M. in a particular line of work. I believe that it would also be wise to authorize a new degree to be called Bachelor of Ped'y to be given to those who have completed a course for teachers equal in difficulty to that for Bachelors of Arts. We have already arranged such a course, but cannot offer the degree without your authenticity. This has been suggested by some of our graduates who feel [illegible] that it would aid them in getting positions.

I am also able to report that the post-graduate courses for the degree of Ph.D. are attracting more good candidates and more poor ones. We think, however, that the former will increase in number as the days go by. We are likewise doing what we can to get into operation a system of home study after the manner of the university extension. If this meets with your approval, we shall do what we can to attract the attention of young people hitherward, and it will undoubtedly in time bring us students. The provoking habit that many of our students have of going away before commencement continues in spite of our efforts to abate this nuisance. I can think of but one way to stop it and this is to put the tuition for the spring term at $10.00, the president to retain one dollar which shall be refunded to the student who calls to claim it after the commencement exercises are over. The other nine dollars would, of course, be turned over to the Treasurer as usual. You are all aware that our body has lost a valuable and efficient member in the late Dr. Hancock. He had been a member for about fourteen years and I think never missed a meeting. Besides this, he frequently did valuable [?amenities?] work at intemediate times. You will, of course appoint a suitable com. to take the proper action in the premises. You will also be glad to hear that a bequest has come to the O.U. during the past year. [Wm.?] D.
