Therefore, the State of North Carolina urgently requests a
PLEA FOR TIME
V. Studies need to be made county by county. Experimentation in different methods of implementation is desirable.

GRADUAL DESEGRATION
VI. Due to varying proportions of colored population (10 counties with less than 2%, 9 counties with more than 50%), it is suggested that :

a. the State be divided into 8-10 areas - based upon proportion of colored population

b. implementation of decision begin in those counties having relatively mall colored population

c. extension be gradual - based upon study and past experience

AGENCIES
VII. Also suggested that the State Board of Education

a. be designated as the desegregating agency in North Carolina

b. have authority - subject to approval of district court - to :
1. select the counties next in line for desegregation

2. delay a reasonable length of time in suggesting desegregation to any unit based upon factual studies of the total situation

3. act as attorney to defend - before district court - any unit sued for lack of speed in desegregation or for any cause based upon this decision

c. be allowed to continue segregated schools when agreeable to mahority of both ras and when approved by district court

d. be permitted to report at intervals to district court outlining
1. progress being made
2. difficulties encountered
3. program of next steps in the procedure.
