To the Honorable Mayor and City Council of Fort Worth.

Gentlemen:

In reference to the petition hereto attached for the opening of
the alley in Block 11 of College Hill Addition to the City of Fort
Worth, I would respectfully report that I have personally inspected the
situation, and that I am of opinion that on account of the fact that
ten feet of the 20 foot alley which has been obstructed by the property
owners has been so obstructed for such a length of time that the city
should not interfere, but should leave it to the property owners to duly
open the said alley, the city to render such assistance to the said
property owners as might be due and proper under the circumstances
when suit is filled by the property owners for such purpose.
