To the Honorable Mayor and City Council of Fort Worth.

Gentlemen:

In reference to the petition hereto attached for the opening of the alley in Block 11 of College Hill Addition to the City of Fort Worth, I would respectfully report that I have personally inspected the situation, and that I am of opinion that on account of the fact that ten feet of the 20 foot alley which has been obstructed by the property owners has been so obstructed for such a length of time that the city should not interfere, but should leave it to the property owners to duly open the said alley, the city to render such assistance to the said property owners as might be due and proper under the circumstances when suit is filled by the property owners for such purpose.

Respectfully submitted,

E.C. Orrick City Atty

Gentlemen:

I have the honor to report that approximately fifteen miles of the new Southside sewers have been laid, and, as soon as the tunnel under Texas and Pacific Railway shall have been completed, (which will be within this week,) will be ready for connections.

Several persons living outside the city and near the sewers, have expressed their desire to connect thereto.

I respectfully suggest that such persons be allowed to connect. after agreeing to build their own laterals under direction and supervision of this department, and that they each be required to pay the sum of ________ dollars per annum for such privilege, until such time as the district in which they live shall have become a part of the City.

I recommend that the Sewer Committee and City Engineer report what in their judgment will be a just charge for the service.

Respectfully,

John B Hawley City Engineer.
