To the Honorable Mayor and City Council of Fort Worth

Gentlemen:

Under the provisions of the City Charter an
election can not be held under the petition filed by my associates
and myself with you, asking that you submit to the referendum an
ordiance granting to us a light, gas and steam heating franchise,
for at least sixty days from this date.As it is important to us
to install at least our steam heating plant before the 1st of
October in order to take care of next Winter's steam heating, we
respectfully ask you for permission to begin laying our steam
and other underground lines at once, subject of course to the
result of the election which may be ordered by you. We assume
the risk of defeat in the election, but we are willing to take
this chance.

The franchise we are asking is fair to the City: the gas and
light part of our proposed business is competitive; the steam heating end
of it will reduce the fire risk and eliminate a great deal of
dirt and annoyance to the public: and on the whole the amount in-
vested will add at least $75,000.00 to the taxable wealth of the
City, the city advolerum tax alone being over $1,000.00 per year and therefore we feel
reasonably certain that it will meet with public approval.
