To the Honorable Mayor and City Council of Fort Worth

Gentlemen:

Under the provisions of the City Charter an election can not be held under the petition filed by my associates and myself with you, asking that you submit to the referendum an ordiance granting to us a light, gas and steam heating franchise, for at least sixty days from this date.As it is important to us to install at least our steam heating plant before the 1st of October in order to take care of next Winter's steam heating, we respectfully ask you for permission to begin laying our steam and other underground lines at once, subject of course to the result of the election which may be ordered by you. We assume the risk of defeat in the election, but we are willing to take this chance.

The franchise we are asking is fair to the City: the gas and light part of our proposed business is competitive; the steam heating end of it will reduce the fire risk and eliminate a great deal of dirt and annoyance to the public: and on the whole the amount invested will add at least $75,000.00 to the taxable wealth of the City, the city advolerum tax alone being over $1,000.00 per year and therefore we feel reasonably certain that it will meet with public approval.

Acting under your instructions, I duly advertised for proposals on paying Throckmorton St. between 8th and 10th Sts.

Attached hereto please find list of bids received, and opened at three o'clock this date.

Proposal.

For paving Throckmorton St., Ft. Worth, Texas, from 8th to 10th Sts., With vitrified brick on 5 inch concrete base.

Ft. Worth, Texas. June 16th 05.

Hon. The Mayor and City Council, Ft. Worth, Texas.

Gentlemen:

In response to your Notice to Contractors, dated June 8th 1905, xxxxxxxxxxxxxx, which is hereby referred to and made a part hereof, xxx the undersigned hereby proposes to furnish all the materials and labor necessary to the construction of the Brick Paving of Throckmorton Street, between 8th and 10th Sts., in Ft. Worth, in accordance with plans and specifications on file in office of City Engineer, for the following prices, towit:

On cash basis,

Vitrified Brick Paving on 5 inch concrete base, ______________ One & 85/100 ($1.85/100) Dollars per square yard.

On six months time, six percent interest.________________ One & 87/100 ($1.87/100) Dollars per square yard

We understand that the contractor must furnish bond to the amount of 20% of total contract price, acceptable to the City Council, and that active work by the contractor must begin within 15 days after signing of contract by both parties, and that the entire work must be completed within 40 days after its commencement. And in event of refusal or nrglect of the undersigned to enter into contract as above, stipulated, within 5 days after notice of award, then the City shall have the right to retain and convert avails of check submitted, $300.00 as liquidated damages for said refusal or neglect.

And we further understand that all measurements are to be net, and not customery, or rule measurements.
