Gentlemen:-

We your committee on Finance recommend That a warrant be issued on water wks Gen. Fund in favor of the Farmers Mechanics Nat'l Bank in payment of a note isssued by the City in favor of the Eureka Fire Hose Co. Aug. 1, 1901 for the sum of $666.66 to bcome due two years after date, with interest at 4% per annum from date, same being held by said bank for collection.

Fort Worth, Texas, July 3rd, 1903.

To the City Council of Fort Worth, Texas:

Comes now your petitioners representative of labor agencies, located in and doing business with said city, and would represent unto said Council that the Labor Agencies of said city who are doing and who wish to do a legitimate business, are subjected to a series of abuses and exposed to numerous wrongs by those agencies that are also located in said city of Fort Worth which do an unfair, fraudulent, and illegitimate business, thereby creating in the minds of all laboring people a distrust and deepseated prejudice against all agencies, including those that are doing a fair and legitimate business, which thereby results in serious, and material injury to the legitimate pursuers of that occupation. Among these grievances might be mentioned numerous parties who have recently come to said city for the purpose of conducting Labor Agencies, and after conducting a filching, swindling, skin game for a few days, they hold the cash for their fraudulent operation and move on to other quarters.

Wherefore premises considered your petitioners pray said Council that proper ordinances be enacted requiring every person who engages in the business of conducting Labor Agencies, in the City of Fort Worth, Texas, to furnish good and sufficient bond for an amount of not less than One Thousand Dollars, and to pay an annual tax of not less than Fifty Dollars, or for such other and further relief as they may be entitled to under the law and the charter of said city.
