To the Honorable Police Commission of the City of Seattle Gentlemen: As per motion carried at last regular meeting of the commission and owing to the inadequacy of the Force at that time, to properly patrol outside districts I appointed as Special Officers Geo Sheehan, F Cummings, Dennis Milan and C J Baldus and would suggest that they continue to work in that capacity until the next regular meeting of the Commission Aug 15th 1892.
