under his resignation of the office of Councilman of the City of Seattle; thereupon said resignation is accepted. Whereupon comes B. L. Northrup a Councilman appointed in said Act of Legislature to represent the Third Ward of said City and in open Council tenders his resignation of the office of Councilman of the City of Seattle; thereupon said resignation is accepted. And now it appearing to the Council that a vacancy exists in the Office of Councilman from the 1st Ward, the Council proceeds to an election to fill such vacancy, Whereupon such election is held and John Keenen receiving all the votes of the members and the Council present, is duly declared elected to the office of Councilman from the 1st Ward to fill said vacancy for the term provided by law. And now comes John Keenen Councilman elect from the first Ward & after taking and subscribing his oath of office as such Councilman is assigned a seat as a member of the Council. And now it appearing to the Council that a vacancy exists in the Office of Councilman from the 3rd Ward, the Council proceeds to an election to fill such vacancy, Whereupon such election is held and B. L. Northrup receiving all the votes of the members of the Council present, is duly declared elected to the Office of Councilman from the 3rd Ward to fill said vacancy for the term provided by law. And now comes B. L. Northrup Councilman from the 3rd Ward & after taking and subscribing his oath of Office as such Councilman is assigned a seat as a member of the Council. And now the Roll of Councilman is had and the following are noted as present. Councilmen Thomas Clancy, B. F. Day, Geo. W. Harris, John Keenen, Chas McDonald, B. L. Northrup, U. M. Rasin and F. W. Wusthoff Petitions Rec'd From J.W. George et al for a gas lamp corner 4th and Cherry Street. Referred to Street Committee. Reports Rec'd From the Attorney on the matter of Jackson St Extension proceedings Referred to Finance Com tee [From?] [the?] [?] on the condition of Improvement Funds

Be it remembered that on this the 18th day of January 1884 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment The following officers are present, towit: Councilmen Thomas Clancy, B. F. Day, John Keenen, Chas McDonald, B. L. Northrup, Otto Ranke, U. M. Rasin and F. W. Wusthoff By reason of the absence from the City of His Honor the Mayor, H. G. Struve, Councilman U. M. Rasin is appointed to the position of Acting Mayor to serve during such absence. Petitions Rec'd From W. H. Brunk at al for establishing the grade on Lake Street. Referred to Street Committee From Chas Mascoline et al for the right to occupy foot of Columbia Street for a Fish Stand. Referred to Street Committee From Perry Clymer et al for opening Olive Street 10th to 16th. Referred to Street Committee From Geo. R. Smith et al for permission to occupy foot of Columbia Street for a Fish Stand. Referred to Street Committee From O. Jensen for permission to occupy 7th Street near King. Referred to Street Committee Communications Rec'd From the Chief of Police for the appointment of an additional Policeman & recommending J. J. Small for such appointment. Be it remembered that on this the 23d day of January 1884 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment to consider the Jackson Street Extension Assessment Roll The following Officers are present, towit: His Honor the acting Mayor Councilman U. M. Rasin and Councilmen Thomas Clancy, B. F. Day, Geo. W. Harris, John Keenen, B. L. Northrup & F. W. Wusthoff Thereupon the following proceedings are had And now the Council proceeds to the examination of the assessment for Jackson Improvement under ordinance No. 442; thereupon after due examination the same is approved. A petition is received from James M. Colman for opening the Mill Street sewer. Referred to Surveyor with instructions to examine + report at next meeting Ordered that the Council stand now adjourned until Friday January 25, 1884 at 7-1/2 o'clock P. M. attest: E. S. 424 JOURNAL OF THE PROCEEDINGS OF THE Jan 25/84 Ordered that the vote by which Andrew Castro was authorized to occupy the foot of Columbia Street for a fish stand & entered on page 418 of this Journal be & the same is hereby reconsidered And now the Council proceeds to reconsider the petition of Andrew Castro to occupy the foot of Columbia Street for a Fish stand; thereupon said petition is denied. Ordered that the Chinese residents be & they are hereby permitted to fire fire crackers upon the condition that they pay to the Chief of Police in advance for the services of Special Policemen to be appointed by said Chief of Police to protect property and that the Mayor the requested to fix the limits for such using of fire crackers. And now the Clerk submits the statements of the cost of Madison street grade & Jackson Street condemnation proceedings. Refered to Finance Committee Claims Paid Washington Street Improvement S. G.
