COMMON COUNCIL OF THE CITY OF SEATTLE

Oct 7, 1881

Be it remembered that on this the 7th day of October 1881 the Common Council of the City of Seattle meets in it's Council Chamber pursuant to law. The following Officers are present, to wit: His Honor the Acting Mayor John Collins and Councilmen Thos Clancy, Wm A. Jennings, John Keenan, Moses Keezer and Charles McDonald Thereupon the following proceedings are had: A Communication is received from Tiger Engine Co. No. 2. expressing their thanks to the Council for the Hose Cart presented them; and at the same time they petition to have their Engine painted; Thereupon the Communication is referred to the Fire Committee. The regular monthly reports of the following City Offices are received and ordered filed, to wit: Harbor Master, City Attorney, Street Commissioner, City Justice and Treasurer And now come the persons hereafter named and make applications for the licenses herein after specified for the periods and from the dates herein after set out; and at the same time said applicants submit their several bonds in accordance with the Ordinance relative thereto. After due examination said bonds are approved, and the said applicants making due proof that they are men of good moral character: It is therefore ordered that upon their compliance with all the other provisions of said ordi-nance the Clerk be and he is thereby instructed to said applicants licenses for the periods and purposes following, to wit:

5 COMMON COUNCIL OF THE CITY OF SEATTLE Oct 14, 1881 Be it remembered that on this the 14th day of October 1881 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment The following Officers are present, to wit: His Honor the Acting Mayor John Collins and Concilmen Thos Clancy, Wm A Jennings, John Keenan, Moses Keyzer and Chas McDonald Thereupon the following proceedings are had: The following claims having been duly audited by the Council and ordered paid by Warrents drawn upon the funds and in the amounts following to wit: Road Fund Robt Russell Hauling lumber $5.50 Moses Keezer Extra work on 8th St Sidewalk $6.00 Fire Fund John Maginnis Engine Steward $4.00

And now the City Surveyor makes his report showing that Moses Keezer the Contractor has fully completed the 8th Street side walk under Ordinance No 2 43 according to the plans and specifications thereupon it is ordered that a Warrant be drawn in favor of Moses Keezer in the sum of $523.00 on the fund to pay for said improvement Ordered that a Warrant be drawn infavor of F H Whitworth in the sum of $58.00 on the Fund to pay for the 8th Street side walk constructed under Ordinance No 243 in fullfor his services as Surveyor on the improvement. Ordered that the Ordinance Committee be and they are hereby requested to confer with J W Ackerson & others and the Seattle Lumber & Commercial Co. to see what arrangements can be made relative to the Ballast Wharf Ordered that a warrant be drawn in favor of James M Colman for the amount of interest due on the Commercial Street Grade warrant No 11 Ordered that the petition of Bailey Gatzert asking to have the alley in Block 48 of Terry and McNaughts 2nd Addition be & the same is hereby laid on the Lable Ordered that the petition of O S Wright & others praying

13 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 11 Be it remembered that on this eleventh day of November 1881, the Common Council of the Seattle, meets in its Chambers pusuant to law. The following officers are present to wit: His Honor the acting Mayor Jno Collins, Thos Clancy, Wm A Jennings John Keenan, Moses Keezer and Chas McDonald. A petition from R C Hartranft asking the Council to remit to him the amount of license ordered collected The Finance Committee returns Treasurers Report which was ordered filed. And now the Council proceeds to an election to fill the vacancy caused by the resignation of J H McGra as fire Warden, when R H Calligan was elected to fill said vacancy. Ordered that a warrant be drawn in favor of Chas McDonald upon the Fire Fund in the sum of $10.00 for the purpose of purchasing coal. And now that Street Committee report upon the petition of S S Rowe and others praying for the opening of Pike Street from 9th to 11th Streets and along the 11th Street to Pine Street, thereupon said petition is ordered laid on the table indefinitely. A report of the Health Officer regarding measures for the prevention of the intruduction of small pox was ordered filed. Ordered that the City of Seattle quarantine against the Cities of New Tacoma and Old Tacoma. Ordered that the health Officer be and is hereby instructed to enforse the Ordinance against the introduction of small pox. 15 COMMON COUNCIL OF THE CITY OF SEATTLE Be it remembered that on this the 16th day of November 1881 the Common Council of the City of Seattle meets in its Council Chamber pursuant to the call of the Acting Mayor The following Officers are present to wit: His Honor the Acting Mayor John Collins and Councilman Thos Clancy, M Desmore, Wm A Jennings, Moses Keezer and Charles McDonald Thereupon the following proceedings are had: The petition of Mr Donavan is heard in relation the work known as the "Commercial Industries of the Pacific Coast", wherepon the following resoultion is presented and adopted Resolved that the Common Council of Seattle fully endorse the work now in preparation by Messers Bancroft & Co in the Commercial Industries of the Pacific Coast Ordered that the Mayor, chief of Police and Health Officer be and they are hereby instructed to take all necessary medicines to prevent the introduction of Small Pox into our city. Ordered that the Law firmof Messers McNaught, Terry McNaught & Mitchell be and they are hereby employed to assist the City Attorney in examining the law and presenting an opinion touching the liability of the City to care for & support the paupers found in our City Limits Ordered that Wm B Jackling be & he is hereby appointed a member of the regular police force for the First Ward until relieved from duty Ordered that the Application of Moses Keezer in relation to Front Street be & the same is hereby referred to Street Committe Ordered that the Council Stand now adjourned attest: E Osborne Clerk Approved John Collins Acting Mayor

JOURNAL OF THE PROCEEDINGS OF THE

On this the 28th day of November 1881 the Common Council of the City of Seattle meets in its Council Chamber pursuant to the call of the acting Mayor The following official are present to wit: His Honor the Mayor John Collins and Councilmen Thos Clancy, Wm A Jennings, John Keenan, Moses Keezer and Charles McDonald Thereupon the foloowing proceedings are had: And now James Crawford, the Appraiser duly appointed to act in the matter of assessing damages and benefits upon the extension of Madison Street under ordinance No 241 tended his resignation of said trust be reason of ill health thereupon said resignation is accepted. And now the Council proceeds to fill said vacancy whereupon L B Anderson is elected as an Appraiser to fill the said vacancy caused by the resignation of said James Crawford Ordered that the Council Stand now adjourned Attest E F Osborne Clerk Approved Acting Mayor Be it remembered that on this the 2nd day of December 1881 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law The following officers are present, to wit: His Honor the Acting Mayor Councilman John Collins and Councilmen M Densmore, Wm A Jennings, John Keenan, Moses Keezer and Charles McDonald. Thereupon the following proceedings are had: The petition of F Lyle & others for the appointment of P Brown as Special Poilce Officer is ordered laid over. They regular monthly reports of the following City Officers are received and ordered filed, to wit: Harbor Master, Health Officer, Street Commissioner, City Justice, Fire Warden & City Attorney
