The first meeting of the Council elect of the Corporation of the City of Kingston was held this day. Present
John Lanyon Whiting Esquire Mayor elect
Aldermen Cataraqui Ward Robert J. Eilbeck, William M. Drennan and William B. Little
Frontenac Ward James Duncan Thompson, John O'Brien and William Dunn
Ontario Ward Leonard Clements, Cornelius Bermingham and William Wilson
Rideau Ward John Carson, Christopher Robinson and John McIntyre
Saint Lawrence Ward John McKay Junior, George T. Hobart and James Redden
Sydenham Ward Charles F. Gildersleeve, William Harty and Chamberlin A. Irwin
Victoria Ward Joseph Hiscock, Robert W. Shannon and James Wilson
Cornelius V Price Esquire Judge of the County Court of the County of Frontenac administered the declarations of qualification and office to the Mayor elect
Whereupon the Mayor (elect) John Lanyon Whiting Esquire took the chair and administered the declarations of qualification and office to the newly elected Aldermen
The Mayor read his address to the Council
A Communication from Adam McArthur was read offering himself as candidate for Auditor
The Mayor nominated Joseph C Clark as Auditor
Ald. Gildersleeve introduced a By Law to appoint Auditors for the year 1886, which was read a first time
The 30th Rule of orders was suspended as to the readings of this By Law and the Council went into Committee of the whole on the second reading
Alderman Bermingham in the chair The Council resumed The Committee rose and the Chairman reported the second reading of the By Law. The Report was received.
The By Law was read a third time and passed
On motion of Ald. Gildersleeve seconded by Ald. Hobart Ordered, that the sum of five thousand dollars be placed to the credit of the Committee on Streets.
On motion of Ald. Gildersleeve seconded by Ald Harty Ordered, that Messrs Harty, Wm Wilson, Clements Jas Wilson and the mover be a Committee to strike the Standing Committees for the year and that the Council do stand adjourned for ten minutes to receive the Report of the Committee

A Special Meeting of the Council of the Corporation of the City of Kingston was held this day. Present

Allen, Carson, Clements, Drennan, Dupuis, Gaskin, McCammon, McIntyre, McKelvey, McRossie, Noble, Powers, Price, Tandy, White
The Clerk read the minutes of the two last meetings.
The Mayor stated he received the award of the Arbitrators in the erection of Court House which he submitted.
A Certificate from Michael Flanagan, City Clerk was read in Re votes in the Power Dry Dock By Law
A Circular from John Hallam Esquire Chairman of Committee Toronto was read enclosing report of Special Committee on taxation exemptions.
A Communication from C.V. Price Esquire was read stating the Directors of the Kingston Street Railway will not press any change of width of track at present.
A Communication from James Agnew Esquire, City Solicitor was read in re Adair verdict sustained.
A Communication from John Creighton Esquire was read in Re Arbitration Court House between County and City.
Petitions from John McMahon, W.B. and S. Anglin and John Holmes respecting Taxes and referred to the Court of Revision.
Ald: Gaskin brought up the petition of [strikethrough] Mary Dandy [/strikethrough] William McCartney praying permission to lay down building materials on Gordon Street Victoria Ward.
On motion of Ald: Gaskin seconded by Ald McKelvey Ordered, That the petition of William McCartney be granted on the usual Conditions
Ald: Allen brought up the petition of Mary Dandy praying for a remission of fine
On motion of Ald Allen seconded by Ald: Drennan Ordered, that the petition of Mary Dandy be referred to His Worship the Mayor with power to act.
Ald: McRossie from the Committee on Finance and Accounts brought up [strikethrough]a[/strikethrough] two Reports (Numbers 535 & 536 Book D) which [strikethrough]was[/strikthrough] were read and adopted.
The Chairman from the Committee on Fire, Water And Gas brought up a Report (Number 537 Book D) which was read.
Ald: Tandy moves seconded by Ald: McCammon That the report of the Committee on Fire, Water and Gas be received and adopted.

James A Henderson Esquire Deputy Judge of the County Court of the County of Frontenac was present and administered the declarations of qualification and of Office to the Mayor elect -
Whereupon the Mayor elect John McKelvey Esquire took the Chair and administered the declarations of qualification and of office to the Members present
On motion of Ald: Drennan seconded by Ald: Allen Ordered, That the auditor to be appointed by the Council be elected by ballot.
The Mayor nominated A.B. Macdonell as one of the Auditors of the City of Kingston.
John D. Ferris, Joseph E Clark and S.W. Scobell were nominated by members of the Council.
On motion of Ald: Gildersleeve seconded by Ald: Harty Ordered, That in any balloting for auditors the name receiving the fewest votes be omitted in the following balloting.
The ballot resulted in favor of Sidney W. Scobell
On Motion of Ald: Drennan seconded by Ald: Allen Ordered, That A.B. McDonell the nominee of the Mayor and S.W. Scobell be the auditors for 1877.
On Motion of Ald: Drennan seconded by Ald: Allen Ordered, That His Worship the Mayor be appointed by this Council to represent the stock in Cataraqui Bridge Company, so represented by Ex Mayor Britton.
On Motion of Ald: Gildersleeve seconded by Ald: Drennan Ordered, That the Mayor be the director on behalf of the City on the Board of the Kingston and Pembroke Railway Company for the ensuing year.
Ald: Drennan moves seconded by Ald: Allen That the following Members be a Committee to strike Committees for the year. Messrs Drennan, Gaskin, McCammon, Harty, Powers, Campbell, Carson
In amendment 1st Ald: Metcalfe moves seconded by Ald: Powers That the Committee to strike the standing Committees for 1877 consist of the following members of this Council viz; Aldermen Noble, Metcalfe, Carson, Dupuis, Harty Gaskin and McRossie
In amendment 2nd Ald: Gaskin moves seconded by Ald: Mooers That the Committee to strike the standing Committees for the year 1877 be comprised of the following aldermen: Carson, Gildersleeve, McCammon, Campbell, Drennan,

Ald Price moves seconded by Ald Drennan That the Commissioners on Licenses be requested to relieve the Carters from Licenses after the present year's License.
In amendment Ald Metcalfe moves seconded by Ald Gaskin That the report of the Committee on Licenses be received and adopted and that this Council request the Police Commissioners reduce the Carters Licenses as recommended in the report now before the Chair - which being put was carried and the original motion was lost.
Ald Drennan moves seconded by Ald Metcalfe. That this Council appoint a Committee to proceed to London to use their best efforts to secure the Provincial Fair for this City for 1878 the Council giving the necessary guarantee to furnish suitable accommodation for the holding of said fair the County Council being requested to unite with the City for said purposes and that His Worship the Mayor, Ald Gildersleeve, Wm Robinson, M.P.P., Sheriff Ferguson of T.L. Morrison and the mover be a Committee to carry out the same - which being put was lost yeas 8 nays 8
On motion of Ald Price seconded by Ald Metcalfe Ordered, That George D. Morse be authorized to lay out streets through the Morse Property not less than sixty feet in width.
Ald Price gives notice of his intention of introducing a By Law governing and regulating transient traders and that this notice be considered the first reading of such By Law.
Ald Gaskin moves seconded by Ald Walkem That in view of two lamps being passed to be placed on Gordon street Rideau Ward that this Council authorise one to be placed on the Corner of Earl and Gordon Streets Victoria Ward - which being put was lost.
On motion of Ald McIntyre seconded by Ald [McKerras|MacKerras]] Ordered, That the following be a Committee to consider the recommendation in the Budget in regard to salaries of the Various City officials - Aldermen McRossie, McDermott, Pense, Walkem, Campbell, Dupuis and the mover.
On motion the Council adjourned.

The Mayor verbally addressed the Council on Financial matters &c
The Clerk read Communications from Messrs Frederick J. George, Adam McArthur, J.J. Maloney and Joseph E. Clark for appointment as Auditor
The Mayor nominated Frederick J. George as one of the Auditors
On motion of Ald: McCammon seconded by Ald: Redden Ordered, that the nominee of the Mayor Mr F.J. George be confirmed
On motion of Ald: McIntyre seconded by Ald: C.F. Gildersleeve Ordered, that this Council do now proceed to appoint an auditor by ballot, the successful candidate to receive a majority of the votes of this Council
The Council ballotted five times without a result
Ald: McIntyre moves seconded by Ald: C.F. Gildersleeve That the former resolution relating to the Auditorship be reconsidered and that the Council do now proceed to appoint an Auditor. The person receiving a majority of votes to be declared elected
