To the Honorable, The Mayor, and Board of Police Commissioners, of the City of Seattle
Gentlemen:
I desire to recommend for your consideration the following changes in this Department: First: That the office of the First, Second and Third Lieutenant be declared vacant, and that the said offices of Lieutenants be abolished and in their stead there be created Three Sargents [sic] of Police: that the Rules and Regulations of this Department, and the City Ordinances pertaining there to, be amended so that whereever the words "Lieutenant of Police" appear they shall read "Sargent[sic] of Police". Second: That Geo. A. Templeton. D. F. Willard. & John Sullivan be promoted from the rank of Patrolmen to the rank of Sargent[sic] and that John Houff. Nicolas Hanna and John Breunnau be assigned to duty as Patrol-men. Third: That the office of Patrol-man held by John Sanstrom T.R. Carpenter, W.H. Moore be declared vacant. Fourth: That J L. Wells, Frank Kennedy, C.H. Phillips. Irving Ward, William Duncan be appointed

2 Moore be dropped from the force;
7th. Resolved, that the applications of James L. Wells, Frank Kennedy, C.H. Phillips, Irving Ward and William Duncan, for appointment on the Police Force be approved, and they be hereby so severally appointed as Patrol-men on the force, subject to the Rules and Regulations of this Department.
