1 Board of Aldermen of the City of Seattle
Be it remembered that on this the 14th day of October A D 1890. The Board of Aldermen of the City of Seattle meets pursuant to law!
The following Members are present: Alderman W H Bogardus Geo W Hall F. W. D. Holbrook Moses Korn A. S. Miller Frank A. Pontius W. A. Snyder F. W. Wald F. N Wilcox Clerk H W Miller
The following proceedings are had: The Board were called to order by H W Miller Clerk. Upon motion F. W. D. Holbrook was elected temporary President! Ordered that a Committee be appointed on Credentials. The Prest appointed Miller, Wilcox & Pontius and after examining the Credentials declared the following Gentlemen entitled to seats. W. D. Bogardus Geo W Hall F. W. D. Holbrook Moses Korn A. S. Miller Frank A Pontius W. A Snyder F. W Wald & F. N. Wilcox Upon a vote Geo W Hall was elected permanant President without opposition A Committee of three consisting of Miller Wald and Holbrook were appointed by the Chair on Rules and Order of Business:
Nominations The following nominations were then placed before the Board by the Mayor to be Confirmed: For members of The Board of Public Works: for the term of three years; George H. Heilbron for the term of two years W. V. Rinehart for the term of one year Luther H Griffiths —

Oct 14| The result of the ballots were as follows: 1890| Nine votes were cast for Geo H Heilbron Nine Votes for W. V. Rhinehart and Nine Votes Against Luther H Griffiths: The Prest declined the appointments of Geo H. Heilbron and W V. Rhinehart Confirmed and that of Luther H. Griffiths rejected!
The Mayor then presented the Name of Capt W. H. Taylor for Confirmation rejected by a vote of 5 to 4 —
The Mayor then presented the Name of Jesse F. Cochran for Confirmation = Confirmed by vote of 8 to 1
The Prest declared Jesse F. Cochran duly elected
Miller moved that the nomination of Heilbron Rhinehart and Cochran be made unanimous = Carried
A Committee of 3 Consisting of Comden Barton and Furry from the House of Delegate presented a communication from that Body to the effect that they were Organized and ready for business and awaiting any communication from the Board of Alderman!
Petitions
Petition's of A. F. Hoyne and Charles D. Knight asking for the appointment of Sergt at Arms ordered read & tabled
The Prest appointed Messes Snyder Wilcox and Wald a Committee of 3 to provide furniture for the New Offices!
Ordered that the following Communication be presented by the City Clerk to the House of Delegates—

Application of J. F. Hughes for position of Janitor read and ref to Select Committee Messers Korn and Wilcox.
Remonstrances
Remonstrance of C. D. Livermore et. al. against granting petition of J. L. Taylor for Cable across Rainer St read and ref to the Street Committee.
C. J. R. No. 1 By Miller read 3rd time and laid on the table.
Report of Committee appointed and rules and order business called for: The Chair man of the Committee submitted a report entitled "Rules and Orders of the Board of Aldermen of the City of Seattle." The document was ordered read by the Prest. After the reading Snyder moved to adopt. Second by Miller. Motion lost.
Motion to amend by Korn to have rules read by Sections and acted on separately. [Mohican?] provided.
Motion by Bogardus to strike out all the words in Section 15 after the word "President." Carried
Motion to strike out all of Section No. 42. Carried

The name of Mr. C. W. Ferris was presented by Mayor White for position of City Comptroller to be confirmed by the Board of Aldermen. Confirmed by vote of 9 to 0. The Prest declared Mr. Ferris duly elected.
Korn moved to have the City Clerk furnish 50 copies of the rules and order of business to the Board. Second by Snyder and Carried.
Miller moved that the names of the Standing Committee be printed in back part of the Book of Rules & Orders. Carried.
B of A Bill No. 1 by Miller An Ordinance pertaining to the rights and duties of the Corporation Council under the City Charter adopted Oct. 1st A.D. 1890. Read twice and ref to the Jud. Committee.
B & A Bill No. 2 by Miller An Ordinance to prescribe the duties of the Fire Commissioners and to more fully Organize the Fire Department read twice and ref to the Jud. Committee.
B of A Bill No. 3 by Miller An Ordinance to provide for the empl-ment of a Janitor for the City — Council and to perscribe the duties of Such Janitor read twice and ref to Jud. Committee.
