The Council went into Committee of the whole on the second
reading.

Ald: Adams in the Chair

The Council resumed

The Committee rose and the Chairman reported the second
reading of the By Law clause by clause as amended
The Report was received

The By Law was read a third time and passed

On motion of Ald: Bermingham seconded by Ald: Whiting

Ordered, That Ald: McKelvey be the director on behalf of
the City of the Kingston and Pembroke Railway Company to
hold office from his appointment during the existence of
this Council

A Communication and Telegrams from A Pratt Esq
Assessment Commissioner Ottawa respecting the postponement of
the meeting of delegation on Assessment and Municipal Amendments
from 15 to 29th at Queens Hotel Toronto was read

On motion of Ald: McKelvey seconded by Ald: Thompson

Ordered, That the Mayor and Aldn Whiting and Smythe be
the Deputation to Toronto in Connection with Municipal Amendments

On Motion of Ald: McKelvey seconded by Ald: Bermingham

Ordered, That the following be the Committee to strike
the standing Committees for the year. Aldermen Smythe,
Wm Wilson, Whiting, Quigley, Thompson, Adams and
the mover

The Council adjourned until Committee prepared
their Report.

The Council met pursuant to adjournment all the
members present except Ald: Allen absent owing to sickness

The Chairman from the Select Committee appointed
to strike the Standing Committees for the year brought
up a Report (Number 231 Book E) which was read
and adopted

On motion of Ald: McKelvey seconded by Ald: McGuire

Ordered, That the City Engineer report to this Council
at its next meeting the probable quantity of lumber, cedar
and stone which will be required during the year

Ald: Adams brought up the petition of Thomas Carter
praying for a Butchers License on the corner of Princess
and Nelson streets. Referred to the Committee
on Licenses

On motion of Ald: William Wilson seconded by
Ald: Law

Ordered, That the Finance Committee do provide
$300 for streets for the removal of snow &c

Ald: Redden gives notice that he will at the
next meeting of this Council introduce a By Law to amend
clause
