A Meeting of the Council of the Corporation of the
City of Kingston was held this day. Present
His Worship the Mayor
Aldermen
Allen, John Carson, R.J. Carson, Clements, Crothers
Creeggan, Downing, Dunn, Gildersleeve, Irving
Law, McGuire, McIntyre, Quigley, Redden, Shaw
Smythe, Whiting, J. Wilson
The Clerk read the minutes of the two last meetings
A question having arisen as to the order of business
before the Council. The Mayor ruled that the By Law
to exempt from taxes the manufactureing establishment of the
Canadian Locomotive and Engine Company was the first
business in order
An appeal from the decision of the Mayor was
made [arrow] to the effect that the consolidated By Laws be considered unfinished business [/arrow] and a vote taken as follows

The Mayors ruling was sustained
Ald: Gordon here entered
The Committee of the whole on the second reading
of the By Law to exempt from the payment of Municipal
Taxes and School rates the manufacturing establishment
[margin] Yeas 13 Nays 8 [/margin] of the Canadian Locomotive and Engine Company limited
for ten years from the first day of January in the year
1884 and to repeal the By Law hereinafter named resumed
Ald: McIntyre in the Chair
The Council resumed
The Committee rose and the Chairman reported the second
reading of the By Law clause by clause as amended
The report was received
The 30th Rule was suspended and the By Law
was read a third time and passed
Ald: Smythe from the deputation to Ottawa introduced
a Report which was read and received
Ald: Irving from the Committee on streets Finance and
improvements accounts brought up a Report (Number 193 Book E)
which was read and adopted.
Ald: McGuire brought up the petition of Messrs
Davidson, Doran and Company praying for exemption
from taxation on their proposed improvements to their
Foundry business
On motion of Ald: McGuire seconded by Ald: Smythe
