The 30th Rule of Council was suspended and
the Council went into Committee of the whole on the
second reading of the By Law to exempt from taxation
the Canadian Locomotive and Engine Company &c

The Council resumed

The Committee rose; reported the progreass and asked
leave to sit again. The Report was received

On motion the Council adjourned

A Special Meeting of the Council of the Corporation of
the City of Kingston was held this day. Present

His Worship the Mayor
Aldermen
Allen, RJ CArson, Clements, Crothers, Creeggan,
Downing, Dunn, Law, McGuire, McIntyre, Quigley,
Redden, Shaw, Smythe, Whiting, J. Wilson

The Mayor stated the meeting was called to take into
consideration the Report of the Committee on Streets &c
In Re opening up Bagot street from Queen to Bond Head
street

Ald Allen from the Committee on Streets and Improvements
brought up a Report (Number 192 Book E) which was
read.

Ald Allen moves seconded by Ald Smythe
That the Report be received and adopted

In amendment
Ald RJ Carson moves seconded by Ald McIntyre
That the report of the Committee on Streets
respecting the opening of Bagot street be considered when
a definite answer is received from the Government as
to the right of way of said street through the Artillery Park
and that His Worshop The Mayor, Aldermen Allen, Smythe,
and McIntyre be a deputation to proceed to Ottawa to
secure the right of way, if necessary and do such other
business as they think necessary for the Corporaiton - which
being put was lost and the original motion was carried.

Ald Smythe introduced a By Law to appoint an arbitrator
to represent the Corporation of the City of Kingston in the
arbitration to be held in conneciton with the opening up of
the
