Ald RJ Carson introduced a By Law to fix the
place in each Ward in the City of Kingston where the
nomination of candidates for the office of Alderman for
the next Municipal Election shall take place and to appoint
Returning Officers to hold the said nomination on the
twenty second day of December 1882 according to
Law which was read a first time.

The Council went into Committee of the whole
on the second reading

The Council resumed

The Committee rose and the Chairman reported the
second reading of the By Law clause by clause. The
Report was received.

Ald McIntyre from the Committee on Finance and
accounts brought up a Report (Number 164 Book E)
which was received and adopted

Ald Clements from the Selection Committee on the
Esplanade brought up a Report (Number 165 Book E)
which was read and adopted.

On motion of Ald Downing seconded by Ald Smythe
Ordered, That the sum of Twenty dollars
each be paid the Reporters as provided for by the Budget.

A Communication from the Department of the Interior
Ottawa was read acknowledging letter of 3rd instant making
application for a piece of Ordnance land shown on plan
accompanying &c &c. Referred to the Committee on
Streets and Improvements

Communications from the Department of Railways
Ottawa and from J. Hickson Esquire General Manager
of the Grand Trunk Railway of Canada was read
in Re Shedden Carters. Referred to the Police
Commissioners

Commumications from the Children of Mary and The
Saint Andrews Society praying for a remission of the Rent
of the City Hall on the occasions of its uses by them

On motion of Ald McGuire seconded by Ald Clements
Ordered that sum equal to the amount of the
rent charged the St. Georges and St Andrews and the Society
of the Children of Mary respectively for the use of the City Hall
be granted to them respectively

A Communication from Thomas Hogan Reeve of Wolfe
Island was read requesting that the slips at the foot of Ship
Yard and William street be kept clear for the Islanders driving
to the City on the Ice during the Winter. Referred to the Mayor.

A Communication from Henry C Fowler Agent for
The P Galt was read in Re S.S. Snook account. Referred
to the Finance Committee.

A Communication from CV Price Esquire was read
stating
