The Mayor stated the Meeting was called to take
up special business.

Ald McCammon moved for the suspension of the 31st
Rule of Council be suspended which was granted.

A Communication from Matthew Robins Esquire
was read on the subject of the erection in Canada
of a large Rolling Mill, Blast Furnaces, Foundry, Machine
shops and Nail factory and wishing to learn what special
advantages Kingston would offer &c

On motion of Ald McCammon seconded by Ald CF Gildersleeve
Ordered, that the letter of Mr Robins be referred
to the Finance Committee to correspond with him in
reference to his communication.

A Communication from HM Braden Esquire Manager
Bank of British North America was read asking for a
renewal of the Bank premises for a further period of
five years.

On motion of Ald Irving seconded by Ald CF Gildersleeve
Ordered, that in answer to the communication of
the Manager of the Bank of British North America that
the Solicitor be empowered to enter into a lease with the
Bank for five years on same terms as now existing.

The Mayor submitted two Writs of Summons served
on him on behalf of WT Norris for alleged claims.

On motion of Ald RJ Carson seconded by Ald Smythe
Ordered, That the City Solicitor be instructed to defend
both suits in the cases of WT Norris

A Communication from David Hall second assistant
Chief of Fire Department was read requesting to be
appointed Chief Engineer of the Fire Department.
Referred to the Committee on Fire, Water & Gas.

The Committee of the whole on the consolidation
of the By Laws resumed.

Ald Craig in the chair

The Council resumed.

The Committee rose without reporting - there being
no quorum

The Meeting adjourned for want of a quorum
