Committee of the whole on the second reading
Ald: Clements in the chair
The Council resumed
The Committee rose and the Chairman reported the second
reading of the By Law clause by clause as amended. The
Report was received
The By Law was read a third time and passed
Ald: C.F. Gildersleeve introduced a By Law to regulate
the proceedings of the Municipal Council of the Corporation of
the City of Kingston, which was read a first time
On motion the Council adjourned

A Special meeting of the Council of the Corporation of the City
of Kingston was held this day Present
His Worship the Mayor
Aldermen
Allen, Clements, Craig, Creeggan, Downing
C.F. Gildersleeve, J.P. Gildersleeve, Gordon, Law
McIntyre, Quigley, Redden, Smythe, Wilson
The Mayor stated the meeting was called to consider the Rules
and Orders of Council and such other By Laws as are before
the Council and matters of exemption from Taxation on petitions now
before the Council. "Knitting Mill" & "Car Works"
On motion of Ald: C.F. Gildersleeve seconded by Ald: McIntyre
Ordered, that Rule 40 32 be suspended
Ald: C.F. Gildersleeve from the Committee On Finance and
Accounts brought up a Report (Number 123 Book E.) which was
read and adopted
On motion of Ald: C.F. Gildersleeve seconded by Ald: McIntyre
Ordered, that the report of the Finance Committee be
received and adopted except the proposed standing Rules and
Orders in regard to Bonus and Exemption By Laws which be
printed and distributed amongst the members of the Council
for subsequent consideration
The Council went into Committee of the whole on the
second reading of the "By Law to regulate the Proceedings of the
Municipal Council of the Corporation of the CIty of Kingston"
