A Special Meeting of the Council of the Corporation of
the City of Kingston was held this day Present
His Worship the Mayor
Aldermen
R.J. Carson, Clements, Gage, Gaskin, C.F. Gildersleeve
J.P. Gildersleeve, Gordon, Irving, Law, McCammon
McGuire, McMahon, Newlands, Robinson, J. Wilson
W. Wilson
The Mayor stated the Meeting was Called in requisition
of a majority of the members of the Council to Consider the By Law
granting partial exemption from taxation to the Kingston and
Pembroke Railway Company and also to consider the Report
of the Committee on Streets on the application of the Canadian
Locomotive and Engine Company for a lease of part of Earl street
The Requisition was here read
The Committee of the whole on the By Law to partially
exempt the property real and personal of the Kingston and
Pembroke Railway Company in the City of Kingston from
Municipal and School Taxes resumed
Ald: Gage in the chair
The Council resumed
The Committee rose and the Chairman reported the second
reading of the By Law clause by clause as amended
The Report was received
The 29th Rule was suspended and
the By Law was read a third time and passed
On motion of Ald: Gaskin seconded by Ald: R.J. Carson
Ordered, That the City Solicitor prepare a petition to be
signed by the mayor on behalf of the Corporation to the Legislature
of Ontario praying the passing of such an act as may be
necessary to Carry out the object of the By Law just passed in
reference to partial exemption to the Kingston and Pembroke
Railroad, said petition to be drawn at the expense of the said
Railway Company
The Chairman from the Committee on Streets and
Improvements brought up a Report (Number 104 Book E)
which was read
On motion of Ald: Robinson seconded by Ald: Gaskin
Ordered, that the report of the Committee on Streets &c
be received and adopted as amended on the face of
the report
Ald: Robinson gives notice that he will at the next meeting
of the Council introduce a By Law to close and lease a part of
Earl Street in the City of Kingston which was read a
first time
A Communication from Mr Peter Kiel Fishery Overseer
was read in Re. Fishery grounds &c
