a first time.

The 29th Rule was suspended and the Council
went into Committee of the whole on the second reading

Ald: Newlands in the Chair
The Council resumed

The Committee rose and the Chairman reported the
second reading of the By Law clause by clause in
Committee. The Report was received

The By Law was read a third time and passed

Ald: Smythe introduced a By Law to grant and
by way of Bonus to the Kingston Cotton Manufacturing
Company by granting to the said Company the sum of Five
thousand dollars on Certain Conditions. which was read
a first time

The 29th Rule of Council was suspended and the
Council went into Committee of the whole on the second
reading

Ald: W. Wilson in the Chair
The Council resumed

The Committee rose and the Chairman reported the second
reading of the By Law Clause by Clause in Committee and
that the Stock Holders were excused from voting. The
Report was received.

On motion the Council adjourned

The Clerk read the. minutes of the last meeting

A Communication from Edwin Horsey Chief Fire Department
asking for leave of absence for himself and a portion of the
members of the Department on the 4th of July next was read

On motion of Ald: Irving seconded by Ald: McMahon
Ordered, that the Communication of Chief Horsey be
referred to the Committee on Fire, Water and Gas with power to act

A Communication from the Education Department was
read
