Ordered, that the Communication of Edwin Horsey, Chief of
the Fire Department be referred to the Committee of Fire, Water and
Gas to report.

A Communication from Charles Field was read claiming
Twenty dollars for damages sustained by him through the flooding of
his cellar

On motion of J.P. Gildersleeve seconded by Ald: Gaskin
Ordered, that the Communication of Charles Field be referred
to the Committee on Streets to report

Ald: Gaskin brought up the petition of Henry Mooers and 89
others praying that the clause of the Market By Law in the matter
of forstalling be amended

On motion of Ald Gaskin seconded by Ald: Allen
Ordered, that the petition of Henry Mooers be referred
to the Committee on the market to report

Ald: R.J. Carson from the Committee on Finance and
Accounts brought up a Report (number 68 Book E.) which was
read and adopted as amended by the following addendum

"Should the Council pass the report of the Select Committee
"on Consolidation of City By Laws, the Committee find funds
for that purpose"

The Chairman from the Committee On Streets andd Improvements
brought up a Report (Number 69 Book E.) which was read and
adopted as amended by the withdrawal of the last clause thereof. "Horse & Waggin"

The Chairman from the Committee on the Market
brought up a Report (Number 70 Book E.) which was
read and adopted.

The Chairman from the Committee on Fire, Water and
Gas brought up a Report (Number 71 Book E.) which was
read and adopted.

The Chairman from the Select Committee on Consolidation
of By Laws brought up a Report ( Number 72 Book E)
which was read and adopted

Ald: R.J. Carson brought up the petition of the Provisional
Directors of the proposed Kingston Cotton Manufacturing Co
praying that a By Law be submitted to the electors granting aid
by way of Bonus to the amount of $25000. to the said Company &c

On motion of Ald: Smythe seconded by Ald: Carson
Ordered, that the deputation representing the Kingston
Cotton Co be granted the privilege of addressing this Council

Ald B.M. Britton and other Gentlemen addressed
the Council

On Motion of Ald: R.J. Carson seconded by Ald: Irving
Ordered, that the petition of the Kingston Cotton Mill
Company be referred to the Committee on Finance and
Accounts to report at a special meeting to be called on
Monday next if the Directors of said Company deem a special
Meeting necessary.
