Kingston November 24 1879

A Special Meeting of the Council of the Corporation of
the City of Kingston was held this day. Present

His Worship the Mayor
Aldermen
Allen, Anglin, Carson, Fee, Gaskin, Gildersleeve,
Harty, Irving, Mooers, McCammon, McDermott,
McGuire, McIntyre, McKelvey, McRossie, Pense,
Redden, Snook

The Chairman, Ald Pense from the Select Committee
on Frontage brought up a Report (Number 738
Book D No 2) which was read.

Ald Gaskin introduced a By Law to amend the By Law
entitled "A By Law relating to the frontage of Drains"
passed Wednesday October 1st 1851 which was read a first
time.

The 29 rule was suspended for the evening and
the Council went into Committee of the Whole on the second
reading.

Ald Snook in the Chair
The Council resumed.
The Committee rose and Chairman reported the
second reading of the By Law. The Report was received.
The By Law was read a third time.

In amendment to By Law
Ald McGuire moves seconded by Ald McRossie
That the fifth clause of the schedule be amended
by striking out the words "corner lots" and substituting the word
"House" and by striking out the words "on which" and adding
thereafter the words "is the drain into which the drain from
said corner opens" which being put was lost and the
third reading of the By Law was passed.

On motion of Ald McKelvey seconded by Ald Pense
Ordered, That the Treasurer do report to this Council
the names of all parties who have paid frontage during the
past ten years with the amounts so paid said report to be
submitted the first regular meeting in December next.

On motion of Ald Pense seconded by Ald Harty
Ordered, That the Report of the Committee on
Frontage be received and adopted and that special powers
be given to said Committee to adjust all outstanding claims
for frontage so as to bring them on the same basis as the said
proposed By Law or otherwise as the Committee may seem
just.

On motion of Ald McDermott seconded by Ald Irving
Ordered, That in connection with the By Law the Police
Commissioners be requested to instruct the Police on their various beats
and report to CIty Engineer each and every house under construction.
