In amendment 1st
Ald Gaskin moves seconded by Ald McGuire
That the cost of the Gas Lamps lighting and reparing do
not exeed the sum of twelve dollars each per annum.

In amendment 2nd
Ald Carson moves seconded by Ald Snook
That the cost of lighting and keeping in repair the Street
Lamps do not exceed the sum of twelve dollars and fifty cents per
lamp and that the Committee on Fire, Water and Gas be
authorized to make a contract with the Gas Company at that rate.

In amendment 3rd
Ald McIntyre moves seconded by Ald Fee
That in consideration of the manifest cheapness of coal oil
and the superiority of the same over Gas for lighting streets the
Committee on Fire, Water and Gas be instructed to take steps for
the lighting of the streets by coal oil after the termination of the
present contract with the Gas Company.

On amendments 1st, 2nd and 3rd being put were lost and the
original motion was carried.

Ald McKelvey introduced a By Law to levy a rate of sixteen mills on
the dollar upon the assessed value of the rateable property in the
City of Kingston for the lawful purposes of the Municipality for
the year of Our Lord 1879 which was read a first time.

The 29th Rule was suspended and the Council went into the
Committee of the whole on the second reading.

Ald Irving in the Chair the Council resumed the Committee
rose and the chairman reported the second reading of the By Law
clause by clause. The report was received.

Ald Fee introduced two By Laws entitled respectively A By Law
to establish pounds in the City of Kingston which were read a first
time. The 29th Rule was suspended for the evening and the Council
went into Committee of the Whole on the second reading.

Ald Mooers in the Chair
The Council resumed. The Committee rose and Chairman
reported the second readings of the By Laws clause by clause. The
Report was received. The By Laws were respectively read a third
time and passed.

Ald Gaskin introduced a By Law relating to the Streets in the
City of Kingston which was read a first time - The 29th Rule was
suspended and the Council went into Committee of the Whole on the
second reading.

Ald McCammon in the Chair
The Council resumed. The Committee rose, reported progress and asked
leave to sit again. There being no quorum the meeting adjourned.
