The 29 Rule was suspended for the evening and the
Council want into Committee of the whole on the second reading

The Council resumed

The Committee rose, and the Chairman reported the second
reading of the By Law clause by clause. The report was
received.

The By Law was read a third time and passed

On motion the Council adjourned

Kingston February 3, 1879

A Special Meeting of the Council of the Corporation of the
City of Kingston was held this day. Present
His Worship the Mayor
Alderman
Allen, Anglin, Carson, Drennan, Fee,
Gaskin, Gildersleeve, Irving, Mooers, McCammon
McDermott, McGuire, McIntyre, McKelvey, McRossie
Oliver, Pense, Redden, Snook, Wilson

The Mayor stated the meeting was called pursuant to a
resolution of Council of the 27th ultimo for the purpose of
appointing one or more assessors for the present year.

The following persons applied for the Office viz.
George McMahon, Bartholomew Nelligan, William L Gordon,
Thomas Miller, Charles Tessell, Johnston Brown,
Joseph Lillie, Charles E Winshall, John Gray.

Ald Gaskin moves seconded by Ald McKelvey
That having heard the names of the applicants
for assessor read over, this Council is of opinion that the
City will be more justly assessed if only one competent
person is appointed for that purpose, who will be free from
dictation or partiality and this Council now proceed to appoint
one such assessor.

In amendment
Ald Carson moves seconded by Ald Allen
That three assessors be appointed from the applicants
now before the Council, which being put was carried and
the orginal motion was lost
