Kingston December 20 1878
A special meeting of the Council of the Corporation
of the City of Kingston was held this day. Present
His Worship the Mayor
Aldermen
Allen, Anglin, Asselstine, Carson, Clements
Drennan, Dupuis, Fee, Gaskin, Gildersleeve
Metcalfe, Mooers, McRossie, Pense, Wilson
The mayor stated the meeting was called to amend
Certain By Laws passed at the last meeting in respect
to the Municipal Elections
Ald Drennan introduced a By Law to amend
the By Law to fix the place in each ward in the City
of Kingston where the nomination of Candidates for the
Office of Alderman shall take place passed December 16
1878 which was read a first time
The 29 Rule was suspended and the council went
into the Committee of the Whole in the second reading
Ald Gaskin in the Chair
The Council resumed
The committee rose and the Chairman reported the
second reading of the By Law. The Report was received
The 29th Rule was again suspended and the By Law
was read a third time and passed
Ald Drennan introduced a By Law to amend
the By Law entitled a By Law to appoint Deputy Returning
officers and places for holding the next ensuing Elections
for the City of Kingston passed December 16 1878 which
was read a first time
The 29 Rule was suspended and the Council
went into Committe of the whole on the second
reading
Ald Anglin in the Chair
The Council resumed
The Committee rose and the Chairman reported the
second reading of the By Law. The Report was received
The 29th Rule was again suspended and
the By Law was read a third time and passed
Ald Gaskin introduced a By Law to amend
Section twenty seven of the By Law entitled a By Law
to regulate the Public Markets of the City of Kingston passed
on the twelfth day of April 1867 which was read a first time
The 29th Rule was suspended and the
Council went into Committee of the Whole on the
second reading

The Council resumed
The committee rose and the Chairman reported the
