in Russia drawing its inspiration from
each individual unit to expression in
the mass; cannot be equalled in any other
place in the world.

An expression that will not be the
result of compromises of claims of conflicting
viscious selfish groups, but the fair
impartial and honest reasoning of
the individual mind acting in the
concert majority expression of justice to all
and to each.

The Russian people are ripe for this
kind of government of their own choosing with
kindly guidance.

Life, Liberty and honest property will
find greatest security; Justice, Generosity
Genius and Decency will find its greatest
inspiration and reward in such soil.
