Referring to the Embassy's number four hundred and eighty-two, February sixth, and my telegram March 1, 1 p. m., respectfully request information as to whether President Wilson will send telegram to Emperor. Telegraph on the occasion of the death of Stelypine and of Emperor's name day were sent direct from the President to the Emperor. This Romanoff Centennial is the most notable national festival since the Emperor's coronation and will be universally observed by whole Russian people and receive official notice from all chiefs of foreign nations. other foreign nations in what is not a historical appreciation but a conventional act of international courtesy, I fear would be generally resented here as an affront not merely to an individual but to the nation.

Dear Mr. President:

Tomorrow, March 6th, is the 300th anniversary of the accession of the Imperial House of Romanoff in Russia.

The occasion is to be solemnly commemorated and our Ambassador at St. Petersburg cables that congratulations from the chiefs of other countries will be sent. I enclose a copy of a telegram received yesterday from Ambassador Guild in which he emphacizes the advisability and importance of your sending a congratulatory telegram on this occasion. As the recommendation appears to be practical and appropriate I take the liberty of enclosing a draft of a telegram which, if it meets with your approval, can be forthwith despatched.
