THE UNDER SECRETARY OF STATE

Dear Mr. Tumulty:

Referring to your letter of January eighth, enclosing
a letter from former Ambassador Gerard, I suggest
that you inform him that the general Armenian question referred
to in his letters of December twenty-eighth and January
seventh are now having careful consideration; that while
the President did not feel justified in acting on the suggestions
made in Mr. Gerard's letter of December twenty-eighth,
he is not unmindful of the issues involved in the present
serious plight of Armenia, or of the necessity of the most
generous spirit of cooperation anong the Powers in the effort
to preserve the independence of the Armenian people.

With reference to Mr. Gerard's request for a copy
of the President's decision on the Armenian boundaries,
suggest
