Woodrow Wilson, President of the U. S.
Washington, D. C.

Dear Mr. President:

The Minneapolis Sunday Forum, on this the 7th. day of
September, 1913, in meeting assembled, does most solemnly and urgently protest
against the rules recently promulgated by members of your Cabinet to segregate
employes of the national government by race or color.

This is an insult and an outrage upon American citizenship, a public
degradation and an unberable injury to Negro Americans.

It is in your pover to have these rules withdrawn, and simple
justice demands that they be set aside immediately.
