To the Honourable the Senate and Assembly of the State of Wisconsin.
The undersigned respectfully present this their remonstrance to your Honourable Bodies against the repeal of Chap. 283 of Private & Local Laws of 1862 for the following reasons to wit.
1st The privilege heretofore granted to the City of Beaver Dam of selling delinquent lands prevented dealers in tax certificates from purchasing certificates or delinquent lands or lots in any village throughout the county for the reason that (in their opinion it seems to be an inevitable result) the same privilege will be claimed by the other Cities & Villages throughout the County and cannot be consistently denied them.
They have therefore declared to bid off any village proposing sold for impayment of taxes the effect is the entire number of tax certificates on City and Village property remains unsold in the County treasurers hands. And thus, the financial affairs of the County has been materially [unanalyzed?]
2d. Any person who needs an abstract of title is obliged to have recourse to the County Records for part thereof and to the City of Beaver Dam for the remainder The inconvenience of this has been severely felt especially by persons residing out of the state who owning land in Beaver Dam send to the Court Records for an abstract of title relying upon its accuracy and afterwards find that the property has been sold for rates in the City of Beaver Dam and some person proposing a tax title of it.

We could present to your Honourable Bodies numerous illustrations of the injustice and inconvenience arising from the effects of this practice did we consider it necessary.
The necessity of keeping the records of a Courts full and complete at the County Seat thereof must be better known to your Honourable Bodies than we can illustrate it. Particularly in a county embracing so many Cities & Villages as the County of Dodge does as follows " The City of Beaver Dam, part of the City of Watertown, the Villages of Mayville, Horicon, Fox Lake, Iron Ridge, Hustisford, Theresa, Meshio, Lowell, south ward of Waupun & should your Honorable Bodies establish this precedent by granting to the City of Beaver Dam the desired privilege there can be no reasonable doubt but many if not all of the above named Cities & Villages in this County will ask at your hands (or some further legislation) a like privilege And if granted the tax records of Dodge County will be finally scattered all over its surface.
