Milwaukee Jany 1841

To the Sovereign People of the Territory of Wisconsin in their majesty assembled

A General Bankrupt Law, which will relieve the honest, but unfortunate debtor, and at the same time protect the just rights of the creditor, which will establish uniformity in our collection laws throughout the union; and operate as a check upon visionary speculations; is a subject of great and imposing interest to every liberal and humane citizen.

The subject has long agitated the Commercial Cities, and we have reason to believe it has enlisted the sympathies and support of every friend of justice and beneficence in our country.

An effort is making, which may ensure the passage of an act, so just and indispensable, at the present session of Congress; if the universal feeling of our citizens is properly expressed, and it is here thought, that it can be done efficiently in the form of petitions, with innumerable signatures appended; to accomplish this, a form or caption is annexed, that we beg may be immediately and generally circulated, without distinction of party, and at an early moment, be forwarded to your Senator or Representative in Congress.

We also suggest, that much good might arise, if every individual in favor of the cause, would write an urgent appeal to every member, with whom acquainted, soliciting their active co-operation in advancing the passage of this important act.

Prompt and efficient action is respectfully solicited.

By order of the Philanthropic Law Reform Association of the County of Milwaukee
