To the Honorable the Legislative Assembly of the Territory of Wisconsin
Your petitioners would respectfully ask that a change be made in the laws respecting the assessing and collecting of taxes, so that the board of County Commissioners shall assess at their session in April, the value of all the lands subject to taxation in their respective counties, from the list of lands kept in the office of the clerk of the Board, and they shall at the same session appoint one assessor, whose duty it shall be to visit each of the villages in his county, and with two discreet inhabitants of each village or town, whom he shall call to his aid, assess the town or village lots, in such town or village, and the said assessor shall visit, examine and assess the merchandise and stock in trade of each merchant in the county, and that his compensation shall not exceed fifty dollars therefor; and the office of Collector may be abolished and the sheriff of each county shall be collector of taxes for said county, and his compensation shall not exceed two percent therefor.
