To the Hon the Legislature of the State of Wisconsin

The undersigned respectfully represent that there are a few cases of parties who have volunteered, & are now in the service of their country, who have had their land become fully forfeited for the non-judgment of interest due the state, & we ask your honourable body to pass an act directing the Hon the Commissioners of School and University Lands to review all penalties or forfeitures incurred by such paties whenever it shall be made to appear by affidavit that such cases exist & when the regular interest of [illegible] percent per annum shall be fully paid, or for such other relief as your Honor's may see fit to grant. And as in duty [illegible]
