The replies received in answer to the letters of inquiry sent out showed that quite a number of members wished to speak on the same subjects. In order to avoid a duplication of papers and the devotion of too much time to a few subjects to the exclusion of others equally interesting and important, the liberty has been taken by the committee to assign, in such instances, the formal paper to a particular member and to select some one or more of the others to formally open the discussion. Members designated by name to discuss a paper, will first be called on, and after they have finished, the paper will be declared open for general discussion.

The program of the Convention has been divided into several sections, and each paper has been assigned as nearly as practicable to its appropriate section. Each section is allotted a definite amount of time to dispose of its part of the program. Papers not read in the time allotted will be considered as read by title. Papers read by title will be published in the proceedings.

In view of the many papers to be read and of the discussion that will be evoked, it is recommended that the reading of each paper be limited to ten minutes and that members in discussion be limited to five minutes each, unless by special permission of the Convention; also, that no member be permitted to speak twice on the same subject. It is, also, further recommended that members confine their remarks in discussion strictly to the points they desire to criticise, commend, or be explained. In order to accomplish the amount of work outlined in the program, strict attention to these recommendations will be a necessity. It is suggested that members participating in discussion prepare beforehand written notes of their remarks in so far as such remarks can be anticipated from the title of the paper or from any previous knowledge of the author's views.

The recommendations that but ten minutes be allowed to the reading of each paper is not to be considered as an absolute restriction to the actual length of each paper. Authors may write as fully as they, in their discretion, may desire, but they will be expected in reading to so exercise their judgement as to present the essence of their papers in the time allotted. Their papers will be published in the proceedings of the Convention, subject to customary editorial revision. While the time allowed for discussion on the floor will be restricted to five minutes, participants will be permitted to extend their remarks in the printed proceedings of the Convention.

A copy of each paper read must be left with the Secretary of the Convention at the time of reading.
