In this connection I submit to the Grand Lodge a circular recently received from M.W. John Dove, Grand Secy. of the Grand Lodge of Virginia, and in relation to the proceedings of the Masonic Congress, held at Paris, some two years since - In this communication, are set forth the Ten propositions, submitted by the Universal Congress, to the Grand Lodges of the [illegible], for their ratification - together with the views and arguments, of Br. Dove in support of them - It is strongly urged upon Grand Lodges of the United States to take immediate action - and follow the example of the Grand Lodge of Virginia, in declaring the propositions entirely satisfactory.
I have attentively perused the Ten propositions submitted, as well as the arguments of Br. Dove in their support and are of the opinion that the propositions breathe a true Masonic spirit - and that their universal ratification, would promote the interest & welfare of the whole Masonic Family, & more closely correct in the bonds of fraternity, the Lodges of different nations throughout the world - At all events the subjects indicated, are of a most interesting character, and well deserve the attention of each Grand Lodge in the Union - and as such I submit them for your consideration.
Another communication has been received, & will be laid before you, from the Grand Secretary of the G.L. of Virginia, in reference to the purchase by the Mount Vernon Ladies Association, of Mount Vernon, The Home & Grave of the venerated Father of this Country, the Immortal Washington. It appears that the ladies by irresistible eloquence, & indomitable perseverance have recently commemorated the purchase of this sacred spot, that contains the Tomb & remains of The Sage & Patriot, when memory is revered & cherished by every lover of his country - This contract when completed by the pay of the purchase money & the actual possession of the property passed to the Mount Vernon Ladies Association, will constitute an epoch in history, and stand as a monument through all time, of the Love of Country, Palestinian & perseverance of the Ladies of the United States - A strong & earnest appeal is made, in this circular, to the Lodges of the U.S. to aid & assist our noble sisters in this glorious cause; and to whom

should they more readily appeal, them to the Masonic Fraternity, who are taught to love & protect them.
