Since my Officers called upon him on the subject his proceedings have been in all respects satisfactory so as to enable me to convict the wreckers. Mr Heaton Foster - the junior partner of the firm of Messrs Robt & H Foster purchased the C 5 . 3 0 Tallow in question from Mr Statters Carrier. When he did so he inquired of Mr Statters where it came from, who replied that it was wreck tallow. He then inquired whether the Lord of the Manor had any claim on it, and was informed that he had not. He states that it did not strike him to make any further inquiries - but purchased the same - and for which he gave a fair price in its changed state even had it been duty paid. When my Officers called at his shop he fully explained everything to them - and looked out for the carrier from whom he purchased it the next market day - as his name was not known to him - His conduct throughout - since my Officers called upon him - has been in every respect satisfactory in enabling me to convict the wreckers. They have also very much insulted him by words - as had also Page. - They accuse him, his Wife, and Martha Wallace of having received £5 for the information I will thank you to send for those men and point out to them how very illegally they are acting, and explain to them that if they assault either of the persons I have named, they will be severely punished. I beg to acquaint you that on Sunday morning last, _ the 25th instant - the smack "William" of your Port - Leonard Proctor Master, - and William Smith Owner - drifted on shore at Spurn Point having on board 33 Tons of Coals, all of which were lost - Proctor the Master left her, and has I believe proceeded to Lynn. He did not call here to make a Declaration, but requested a Coast Guard Officer to sell the broken materials of the Vessel, which he cannot do, although they are of but little value. - Will you therefore call upon Proctor to make the necessary Wreck Declaration and inform the Own that he had better appoint a person to sell the same JS.

Sec Bd Trade London Sir, 16th Augt 1858. The Sloop above mentioned was a flat bottom vessel. The owner is a poor man. She was wrecked outside Spurn Point on the 13th Ulto after being laid on shore and loaded with gravel She was but 34 Tons burden, and the stores which belonged to her that have been saved are of but little value. The master did not appear before me to undergo the usual examination on oath till the 9th instant, and it was not till the 14th that he called and paid the £1, in respect of the same. Whether under the circumstances stated by the poor man I may be allowed to return the sum of £1, is for consideration. Annexed is a Letter from the Deputy Receiver of Wreck at Kinsale - on the subject of a claim made by Denis Cadogan of that place for salvage in respect of services rendered to the Brig "John Meurs" of North Shields. _ I have called upon Mr Brown - Master of the "John Meurs-", and annex his explanation - also a demand from Denis Cadogan of £20 for self and Boats crew -- also another demand from Daniel Mc Daniel - master mariner for £15 which Mr Brown has informed me was withdrawn by Mr Mc Daniel before he left Kinsale. _ I also annex an Extract from the Log Book of the "John Meurs" and as far as I am able to judge of the matter, it appears to me that the demand of Cadogan is a case of Extortion only. ------ I will thank you for such directions as you may deem proper in the matter. The Collector at Hull has seen Mr Marshall - Auctioneer on the subject of the chain within mentioned. __ He transacted some business for the owner of the "Lavinia" --- and informs me that she was sold to the purchasers as she lay. - with everything belonging to her, - consequently the piece of chain cable belongs to the parties who purchased her. Have the goodness to obtain the receipt of the parties & or some of them - on this paper and return it. ----- JS. --------------------------------------------------------------------------------- Mr Hoad Sandemere. Have the goodness to send for Mr Samuel Harrison who lives in Park Street - West Hartlepool, and obtain from him a declaration of the Wreck of the Brig "Commerce" of Margate - He was Master, and passed through Hull without making the Declaration before me. - He was wrecked at Dimlington - near Spurn Point, - on the 19th instant, _ Mr George Winter has paid me £1 for the Declaration. Be so good as to send the Declaration - when taken - to me JS.

He also saw Saml Langhorn the Salvor who refused to take the money he offered him -- be so good as to let me know the name of the officer who told Mr Beele that all was right, and also let me know why he was not prevented taking the Boat away, faithfully yours.
