I beg to acquaint you that on Sunday morning last, _ the 25th instant - the smack "William" of your Port - Leonard Proctor Master, - and William Smith Owner - drifted on shore at Spurn Point having on board 33 Tons of Coals, all of which were lost - Proctor the Master left her, and has I believe proceeded to Lynn. He did not call here to make a Declaration, but requested a Coast Guard Officer to sell the broken materials of the Vessel, which he cannot do, although they are of but little value. - Will you therefore call upon Proctor to make the necessary Wreck Declaration and inform the Own that he had better appoint a person to sell the same JS.

Secty Bd of Trade London. 3d Augt 1858. Monthly Account of Wreck transmitted JS. ---------------------------------------------------------------------------- Lynn. Coltr Sir, 4th Augt 1858 I have received the enclosed Letter from Mr William Smith the Owner of the Sloop "William" of your Port which was wrecked at Spurn Point on the 25th Ulto. Have the goodness to inform him that I cannot act as his agent in the sale of the materials saved. _ He or some one else, should have remained and sold them, - But as such was not the case, he had better write to Mr Willis, master of the Life Boat Spurn to sell them for him JS. ---------------------------------------------------------------------------------- Secretary Marine Deptt Bd of Trade. Sir, 10th August 1858. All Goods brought into the United Kingdom are deemed to be foreign unless proved to be British. British returned Goods are admitted free by Bill of Store under section 65 of the C C 1853 (16 & 17 Vc 107)._ But if British Goods change hands in a foreign country they are subject to the like duties to which foreign Goods are liable. ---- By the 499th Section of the M S Act (17 & 18 V. 104) _ All wreck, being foreign Goods, is liable to duty - and if any question arises as to origin, they are to be deemed the produce of such country as Commissioners of Customs - may - upon investigation determine. The Anchors are so much corroded that my Inspector of the River is unable to say whether they are of British or of Foreign manufacture, consequently, by the rule above quoted they must be deemed to be foreign unless the Coms of Customs allow them to be passed free as British. The pieces of Anchors have to be broken off to reduce them to Old Iron. JS.

---------- Urgent ---------- Solicitor London Alexander Hannah to be proceeded against 117. Sir, 14th Augt 1858. With reference to my Letter of yesterday's date acquainting you that I had taken out a summonses for the attendance of Mr Hannah the master of the "Energy" on Friday next the 20th instant Annexed is a notice from his Solicitor to produce the Bill of Health which he received at Constantinople and which he delivered up at Malta. - The defence to be set up is, I understand - that the name of William Bulkeley was not on that Bill of Health nor his Articles - and as the Consul at Constantinople had failed to make such endorsements on these documents, he is thereby exonerated, as it could not be expected that he should remain at Pera from Saturday evening, the time when the boy came on board, till Monday morning in order to obtain such endorsements. _ Will the Consul Order on Board of Trade from Cl6 meet these objections. Sec Bd Trade London Sir, 16th Augt 1858. The Sloop above mentioned was a flat bottom vessel. The owner is a poor man. She was wrecked outside Spurn Point on the 13th Ulto after being laid on shore and loaded with gravel She was but 34 Tons burden, and the stores which belonged to her that have been saved are of but little value. The master did not appear before me to undergo the usual examination on oath till the 9th instant, and it was not till the 14th that he called and paid the £1, in respect of the same. Whether under the circumstances stated by the poor man I may be allowed to return the sum of £1, is for consideration.
