that a foul conspiracy exists to prevent strikes
on the part of labor unions by preferring
empty charges against every leader who has
had the courage to engineer a strike and by
means of [suborned?] courts and packed juries
to railroad them to the penitentiary or the gal-
lows; and it is difficult for anyone who has
carefully followed the cais in question to escape
the conviction that Joe Hill is a victim of just
such a conspiracy.
The flimsy evidence upon which his con-
viction was based surely warrants the exer-
cise of Executive clemency and I now call
upon you to at least commute his sentence
to life imprisonment and thereby save the
state of Utah from the everlasting disgrace
of strangling this man to death only to dis-
cover later on that he had no connection
whatever with the crime charged against him.
