My dear Mr. Whiting,

The topic which you suggest for an address
certainly could not in any way be construed as an expression
of your views on the constitutionality of Amendment E. It was
something of this kind which I had in mind in asking you to
speak and I am very glad that with this arrangement we can
hear you.

In regard to the question going into Court;
I have heard a very little along that line but that was soon
after election. My policy has been to ignore any such possibil-
ity and let it die if possible. The big majority which the amend-
ment received was a little discouraging to any one interested
in bringing this up. I do hope their will be nothing of the kind
to worry with.

I thank you for the assistance which you gave
the resolution to U.S. Senate. The speed with which it was pro-
duced was marvelous. I think that Mrs. Catt has hardly caught
her breath yet. I wired her of the result that evening and told
her that copies of Resolution were being forwarded, directly
from Pierre, to herself and Senators Sterling and Johnson. I be-
lieve this was done as I learned from Mrs. Billinshurst.
