G. Parking Area. Any place or area set aside, marked, or intended
for parking of vehicles, either permanently or temporarily.

H. Sidewalk. All that property along or by any street, highway, or
roadway which is intended for pedestrian use and which lies between the
curb line or lateral line of any street, highway, or roadway and the line
at which the use of property for purposes other than pedestrian traffic ends.

I. Staff Member. The faculty, administrative officers, extension force,
clerical force, and all other non-student full-time employees of the University.

J. Stop. When required, means complete cessation of movement. When
prohibited, means any stopping of a vehicle except when necessary to avoid
conflict with other traffic or in compliance with the direction of an officer
or traffic control sign or signal.

K. Street, Highway, or Roadway. The entire width of every way or
place of whatever nature designated or marked by proper authorities for
vehicular travel.

L. University. Unless otherwise provided, the University of North
Carolina at Chapel Hill.

M. Walk or Walkway. A way designed for or marked by proper authori-
ties for the exclusive use of pedestrians, whether along a street or roadway
or not.

Section 2. The provisions of these regulations shall apply to the drivers
of all vehicles, whether public or private, and they shall be in force twenty-
four (24) hours a day, except as herein provided. It shall be unlawful for
any driver to violate any of the provisions of these regulations, except as
otherwise permitted in the regulations or by the General Statutes of North
C arolina.

Section 3. The driver of any vehicle shall obey the lawful instruction
of any peace officer and of any official traffic sign or control device
applicable thereto placed in accordance with the provisions of these regula-
tions, unless otherwise directed by a peace officer. Whenever a particular
section does not state that signs are required, such section shall be effective
without signs being provided. The administrative officers of the University
shall have authority to cause the signs, signals, and markings necessary to
implement these regulations to be erected, established, and maintained.

Section 4. No person shall without lawful authority attempt to or in fact
alter, deface, injure, knock down, or remove any official traffic control
sign or device, or any inscription, shield or insignia thereon, or any other
part thereof.

Section 5. The Chancellor, in acting pursuant to the authority vested
in him by these regulations, shall exercise his discretion and authority in
such a manner as to insure the proper conduct of the necessary business
of the University and the effective utilization and control of the available
parking areas and facilities on the campus of the University for the benefit
and maximum convenience of visitors, students, and staff members.

ARTICLE II. STUDENT REGISTRATION OF MOTOR VEHICLES

Section 1. Any student attending the University who owns and/or
operates a motor vehicle and is eligible to operate it upon the campus and
in the immediate vicinity of chapel hill is hereby required to register said
vehicle with such administrative officer as may be designated by the
Chancellor.

Section 2. Registration of motor vehicles shall be accomplished as
an integral part of University registration at the beginning of the fall
semester of each year, or, in the event that a student first registers in
the University at some time other than the beginning of the fall semester,
then at that time when the student first registers in the University and at
the beginning of the fall semester of each year thereafter.
