Section 7. In the event that any student of the University can clearly
demonstrate the need for special parking privileges to the satisfaction of the
appropriate administrative officer designated by the Chancellor, because of
physical incapacity, special services rendered to the University, or because
of other circumstances which make it absolutely necessary for a student to
have special parking privileges, such officer is hereby authorized to issue to
such student a staff parking permit as herein provided. In the cases where
staff parking permits are issued to students pursuant to the provisions of this
section, such students must also comply with and such students are subject to
all the provisions of Article II of these regulations, except that a staff parking
permit shall be issued to such students in addition to the student parking
permit prescribed in Article II.

ARTICLE IV. TEMPORARY PARKING PERMITS

Section 1. Visitors to the campus shall, upon application to the admin-
istrative officer designated by the Chancellor, be issued a temporary parking
permit.

Section 2. In the event that any other person can clearly demonstrate
the need for special parking privileges for a limited time to the satisfaction
of the appropriate administrative officers designated by the Chancellor, such
officers are hereby authorized to issue to such person a temporary parking
permit.

Section 3. The temporary parking permit herein authorized shall be
printed on paper of distinctive color and shall contain the following informa-
tion: The name of the person to whom the temporary parking permit is issued;
the parking spaces, parking lots, or parking areas on the campus where the
holder of the permit is authorized to park the vehicle for which the permit
is issued; and the date on which the temporary parking permit is to expire.

Section 4. The temporary parking permit shall be properly displayed
on and affixed to the vehicle for which it is issued.

Section 5. The temporary parking permit shall be deemed to authorize
the holder thereof to park the vehicle for which the permit is issued in those
parking spaces, parking lots, or parking areas designated in the permit
pursuant to the provisions of Section 3 of this article.

ARTICLE V. PARKING REGULATIONS

In order to permit the proper conduct of the necessary business of
the University, and in order effectively to utilize and to control the avail-
able parking areas and facilities on the campus of the University for the
benefit and maximum convenience of visitors, students, and staff members,
the following regulations governing parking on the campus of the University
are hereby prescribed:

Section 1. No person shall stop, stand, or park any vehicle in any
street or roadway except for the purpose of parking or stopping as prescribed
in these regulations unless such stop is made necessary by the approach of
an emergency vehicle, by the approach of any procession which is given the
right-of-way, by the stopping of a public vehicle, by the giving of traffic
signals, by the passing of some other vehicle or pedestrian, or by some
emergency; and in any case covered by these exceptions vehicles shall not
obstruct any crosswalk, walkway, or intersection.

Section 2. No person shall stop, stand, or park any vehicle upon a
street or roadway in such a manner or under such conditions as to block the
movement of vehicular traffic, except that a driver may stop temporarily
during the actual loading or unloading of passengers or when directed or
required to stop by traffic signs or signals or the instructions of a peace
officer. This section shall not be deemed to prohibit vehicles making
deliveries from making the necessary use of ways designed principally as
accesses to the delivery entrances of buildings.

Section 3. No person shall park a vehicle at any time on the campus
of the University except in spaces marked or designated for parking pur-
suant to the authority and direction of the Chancellor.
