Increase in Athletic Fee

Chancellor Sharp also presented the following recommendation for
increase in Athletic Fee which was unanimously approved:

That the annual student athletic fee be increased from $10.00 to
$15.00. The increase in fee is recommended by the Athletic
Council and by the Student Legislature of the University.

Parking Regulations

The following Parking Regulations presented by Chancellor Sharp
were, on motion of Mr. Hill, duly seconded, unanimously approved:

REGULATIONS GOVERNING TRAFFIC, PARKING
AND THE REGISTRATION OF MOTOR VEHICLES FOR THE
UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL

BE IT RESOLVED, that pursuant to authority vested in it by Chapter
1070, Session Laws of 1947, ratified by the General Assembly April 5,
1947, the Board of Trustees of the University of North Carolina hereby
repeals all of the provisions of the Traffic Regulations adopted by the
Board of Trustees of the University of North Carolina on February 27, 1961
and subsequent amendments thereto relating to the University of North
Carolina at Chapel Hill, and hereby adopts and records in its proceedings
the following regulations governing traffic, parking, and the registration of
motor vehicles on the campus of the University of North Carolina at Chapel
Hill in lieu thereof. These regulations are intended only to supplement the
statewide motor vehicle laws, all provisions of which, under the terms of
the above act, now apply to the campus of the University of North Carolina
at Chapel Hill. From the date of filing a copy of these regulations in the
office of the Secretary of State and providing the appropriate signs, they
shall apply to and be in effect on the streets, roads, alleys, ways, sidewalks,
walkways, parking spaces, parking areas, and parking lots on all parts of
the campus of the University of North Caroolina at Chapel Hill.

ARTICLE 1. GENERAL REGULATIONS

Section 1. The definitions of all terms used in these regulations shall
be those provided in Section 20-38 and other applicable sections of the
General Statutes of North Carolina insofar as they are provided. The
meanings of other terms shall be as follows:

A. Academic Year. From September 1 of one calendar year through
August 31 of the next ensuing calendar year.

B. Campus. All property located in and around Chapel Hill, North
Carolina which is owned by the State of North Carolina and which is under
the supervision of the Board of Trustees of the University of North Carolina.

C. Chancellor. The Chancellor of the University of North Carolina at
Chapel Hill.

D. Crosswalk. That portion of a roadway ordinarily included within the
prolongation or connection of the lateral lines of sidewalks at intersections,
or any portion of a roadway distinctly indicated for pedestrian crossing by
lines or other markings on the surface.

E. Intersection. The area embraced within the prolongation of the
lateral curb lines or, if none, then the lateral boundary lines of two or more
highways, streets, or roadways which join one another at any angle whether
or not one such highway, street, or roadway crosses the other.

F. Park. The standing of a vehicle, whether occupied or not, otherwise
than temporarily for the purpose of and while actually engaged in loading and
unloading.
