The Executive Committee of the Board of Trustees of The
University of North Carolina met in SPECIAL SESSION in the Governor's
Office, at 10:30 A.M., on Friday, October 9, 1964, with the following
members present: Mrs. Lathrop, Mrs. Burgwyn, Messrs. Umstead,
Maynard, Hill, Taylor, Bryant, Pearsall, Mintz, Wicker and Barber;
Arch T. Allen Secretary.

Also present were: President Friday, Vice Presidents Anderson,
King and Weaver.

In the absence of Governor Sanford, Mr. Taylor was elected to
preside.

Leave for Chancellor Singletary

President Friday was recognized and he presented a request from
Chancellor Singletary for a leave of absence from November 1, 1964 to
February 1, 1966 in order to accept a Presidential appointment as Director
of the Job Corps in Washington. This is a key part of President Johnson's
anti-poverty program, and both President Johnson and Mr. Sargent Shriver,
the over-all Director of the program, have requested the leave for Chancellor
Singletary. President Friday stated that the Chancellor would spend about
twenty percent of his time on the Greensboro campus, and he recommended
that he be paid a salary of $5400. Mrs. Singletary and the children would
continue to live on the campus in the Chancellor's residence.

President Friday also recommended that Dr. James Ferguson,
Dean of the Graduate School, be appointed Acting Chancellor until such
time as Chancellor Singletary returns. He expressed the hope that the
leave would be for a lessor period than is requested since Chancellor
Singletary has indicated that he will return at the earliest possible date.

After considerable discussion, on motion of Mr. Umstead,
seconded by Mr. Maynard and Judge Mintz, a leave of absence was
granted to Chancellor Singletary, with an annual salary of $5,400, from
November 1, 1964 to February 1, 1966 - or for a lesser period in the
event Chancellor Singletary finds that he will be able to return prior to
February 1, 1966. All members present voted for the motion of Mr.
Umstead except Mrs. Lathrop who voted against it.
