Any such redemption, either in whole or in part, shall be made upon at least thirty (30) days' prior notice by publication and otherwise as provided in the Resolution and shall be made in the manner and under the terms and conditions provided in the Resolution; provided, however, that notice by publication shall not be required for the redemption of any bonds held by the United States of America or any agency thereof. On the date designated for redemption, notice having been given and moneys for payment of the redemption price being held in trust for such purpose, all as provided in the Resolution, the bonds so called for redemption shall become and be due and payable at the redemption price provided for redemption of such bonds on such date, interest on the bonds so called for redemption shall cease to accrue, coupons for any such interest after such date shall be void, such bonds shall cease to be entitled to any lien, benefit or security under the Resolution, and the holders of such bonds shall have no rights in respect thereof except to receive payment of the redemption price thereof.

Modifications or amendments of the Resolution or of any resolution supplemental thereto may be made by the Board only to the extent and in the circumstances permitted by the Resolution.

This bond is registered as to both principal and interest in the name of the Payee on books of the Board kept by the Treasurer of the Board as Bond Registrar, and it may hereafter be transferred by the registered owner hereof only upon execution of an assignment hereon duly executed by such registered owner or by his or its attorney or legal representative. Notice of such assignment shall be given promptly by the assignor to the Bond Registrar by registered mail, such notice to be in such form as shall be satisfactory to the Bond Registrar, and upon receipt of such notice this bond shall be registered as to both principal and interest on such registration books in the name of the assignee named in such notice.

This bond is issued with the intent that the laws of the State of North Carolina shall govern its construction. All acts, conditions and things required by the Constitution and laws of the State of North Carolina and the by-laws, rules and regulations of the Board to happen, exist and be performed precedent to and in the issuance of this bond have happened, exist and have been performed as so required.

IN WITNESS WHEREOF, the Board of Trustees of The University of North Carolina has caused this bond to bear the facsimile signature of the Governor of the State of North Carolina as ex officio Chairman of said Board and to be signed by the Secretary of said Board, and the official seal of said Board to be impressed hereon, all as of the 1st day of November, 1963.

Sale of North Carolina State Property

President Friday also presented a request for adoption of a resolution authorizing the sale of 2 acres of land belonging to North Carolina State to the State Department of Motor Vehicles, as follows:

RESOLUTION

WHEREAS, the North Carolina Department of Motor Vehicles, The State Highway Patrol, have a headquarters presently located on the Prison Farm Road across from the State Fair Grounds fronting 421.6' on Prison F arm Road; and

WHEREAS, the State Highway Patrol is in need of additional land for expansion of their Troop "C" Headquarters at this location on their east boundary line; and

WHEREAS, North Carolina State of the University of North Carolina presently owns the land adjoining the State Highway Patrol property located on the Prison Farm Road; and

WHEREAS, it is proposed and requested that the University sell to the State Highway Patrol two acres of land adjoining their present property on the Prison Farm Road, east of the State Highway Patrol headquarters on the west boundary of the University property, for expansion of their headquarters at a price of $3,000 per acre; and

WHEREAS, the University lands are a part of the Dairy Farm of the University and the sale of these two acres to the State Highway Patrol would not reduce the effectiveness of the School of Agriculture Research Program since the University is expanding the farm facilities on the Finley property purchased in August, 1963 by legislative action;

NOW, THEREFORE, BE IT RESOLVED that the University of North Carolina do sell to the North Carolina Motor Vehicles Department, State Highway Patrol, approximately two acres of land, a plot 421.6' X 206.6' located on Prison Farm Road adjoining the present Highway Patrol Headquarters at this point, for the sum of $3,000 per acre.

Mr. Hill moved that the above resolution be adopted. The motion was seconded by Mr. Umstead and it was adopted.

Right-of-Way from the University at Chapel Hill to Parish of St. Thomas More.

The following resolution, on motion of Mr. Barber, seconded by Mr. Hill, was unanimously adopted:

WHEREAS, the Parish of St. Thomas More of the Catholic Diocese of Raleigh has purchased approximately 20 acres of land in Chapel Hill on the west side of and fronting on the Highway 15-501 by-pass, located adjacent to properties owned by the University of North Carolina, the Chapel Hill Country Club and others; and

WHEREAS, the said Parish is building thereon a parochial school and convent; and

WHEREAS, the Parish has petitioned the State Highway Commission to build a service road in front of its school property and the Commission has signified that it would construct the road without cost to the Parish or other owners concerned if the necessary right-of-way, in addition to the 200 feet width presently owned by the Commission, is provided without cost to the Commission; and

WHEREAS, the right-of-way would be 16 feet in width and 275. 2 feet in length in crossing a small lot of one and one-half acres con-

veyed to the University by Dr. W. C. Coker and wife in December, 1948, and would serve not only the St. Thomas More Elementary School, but also the Aldersgate Methodist Church, the University, and other property owners in this immediate vicinity; and

WHEREAS, the Chancellor and the Business Manager of the University at Chapel Hill, and the President and the Business Officer and Treasurer of the University of North Carolina, consider that said service road would enhance the value of the University property and ease the traffic load on Highway 15-501 by-pass in this area, and recommend that the requested easement be granted the State Highway Commission, and the Committee on Real Estate endorses this recommendation;

NOW, THEREFORE, BE IT RESOLVED by the Executive Committee of the Board of Trustees of the University of North Carolina that it hereby approves the recommendation of the Committee on Real Estate and instructs the President of the University, or his designated representative working with the State Department of Administration, to grant the requested rightof-way to the State Highway Commission, no consideration being involved.

State-wide Educational TV

Mr. Weaver gave a report on the status of the State-wide Educational Television project, and he stated that it would be necessary to have authority to acquire sites for transmitters and micro-wave relay stations, etc. Mr. Umstead moved that authorization be granted to the Administration to negotiate for and to purchase sites as needed, with the understanding, of course, that the proceedings would follow the regular channel through the Committee on Real Estate and the State Department of Administration. The motion of Mr. Umstead was duly seconded and it was adopted.

New Degree Programs

Dr. Anderson presented the following recommendations for new degree programs:

The Graduate Executive Council has recommended and President Friday has approved the authorization of two new graduate degree programs:

1. A Master of Science degree with a major in Extension Education and a Master of Extension Education degree at Raleigh.

The program outlined for the students seeking these degrees is designed to prepare them for positions in extension work. The rural environment has been rapidly changing in recent years and the development of a high level of professional competence among Extension staff members now requires advanced study specifically designed to enlarge their understanding of their work. These degree programs require both a substantial achievement in some subject matter area and preparation in skills that will improve their understanding of people and community organization.

2. A professional doctoral degree in Social Work at Chapel Hill.

The Ph.D. Degree in Social Work was authorized in 1939 and two awards of the doctorate were made. In 1947 the doctoral program was discontinued in order to concentrate upon the professional Master's degree. The growing need for social workers with advanced training has made it desirable once again to offer doctoral work in this field. Because of the professional emphasis now given to advanced work in this area, a professional doctorate is more appropriate than the Ph.D. Therefore, the degree of Doctor of Social Work is proposed for this program of advanced training.

Mr. Hill moved that the degree programs as presented by Dr. Anderson be authorized. Mrs. Burgwyn seconded the motion and it was unanimously approved.

Proposals of North Carolina State Alumni

Mr. Victor Bryant, Chairman of the Special Committee appointed by Governor Sanford, made a preliminary report on the above subject. No action was taken.

The meeting then adjourned.
