Civil Rights Recommendations Implemented during 1986:

-Intergrated a new system for civil rights compliance reviewing
and reporting by redesigning KAC's applications and guidelines.
This makes it easier for panelist and reviewers to check
compliance and gives grantees a better understanding of what KAC
all staff accountable for civil rights compliance in their
respective programs as oppose to a staff person. It focuses on
affirmative action throughout an organization's entire operation.

-Shifted the evaluation or review process to site visits which
included technical assistance for some organizations. Completed
over 50 visits in the past year and half.

-Expanded CRAC to 11 rotating members and added KAC board member
to the committee.

-Changed the civil rights language of "special constituency"
to specifically describe those groups of people who have been
segregated and alienated because of their African, Latin, Asian,
or Native descent or disability, sex, or age who are also part of
the Kentucky commonwealth.

-Required Affirmative Action and 504 plicies and plans for all
KAC grantees receiving operating support grants.

-Shared with the new "Governor's School for the Arts" and
"Kentucky Foundation for Women" the concerns of the constituents
that the committee represent.

-Fiscal year 87-88 civil rights budget increased.

African-American Developments:

-Reviewed and discussed issues and concerns affecting the
African-American arts community which resulted in recommendations
for changes in New Communities Challenge Grant Program and
planning of the African-American long range planning forum.

-Exceeded the 9% minimum funding support to African-American
Community:

1986-87 (FALL DEADLINE)
14% Community Development Project Grants
26% New Communities Challenge Grant
8% Performing and Visual Arts Project grants
10% Fellowships
1987-88 (SPRING DEADLINE PROJECT GRANTS)
12% African-American orgaization
21% To arts organizations that plan to expand their programs to
serve and include Black artists and audiences
5% To programs for young children with disabilities.
